I was wondering if it is possible to make an image that you upload to your Hub an active link?

I don't think you can make the image itself an active link, but you can make a hyperlink that links to an image.
No, it isn't. If that feature were allowed, we'd be overrun with affiliate banners! You can put a link capsule beneath the photo and put a link in that.
From what I have learned, so far that is, is that you cannot make a picture linkable. Sorry. However, you can embed a link within a word, so you can bring someone to the picture, should it be online somewhere else.
