I am a brand new Hubber, and I have decided to set up affiliate accounts with AdSense, Amazon.com, and eBay. I have gone to the sign up pages, but I am not sure what to type in the 'Web URL' field. Should I link it to my account page or somewhere else?

That would be the URL for your profile page.
If you already have a website of your own and it has been running for a while, you may still be able to get an eBay affiliate account. If you have a website, it is definitely worth applying. Good luck and I look forward to reading your first hub.
Check the FAQ page, it explains how to sign up for particular advertisers, it also mentions how eBay no longer supports new Hubpages users.
