Can my hub be visible in google search engine if my hubber score falls below 75 or hub score falls below 40?
Yes. The hubscore limits only change your OUTGOING external links to no follow, so any site you link to will not get any benefit, this has no affect on your own page however.
Yes your hub is published on google search engine as hubpages is registered in google search engine every post published in it can be search by google search engine
