What if I want to create a hubpages account not as a single person, but as an extension of a brand, like for a small magazine? It is my understanding that I do not have to personally write every hub that is posted, as long as I ensure that they meet hubpages guidelines. Is this correct? Thanks.
You are asking two different questions.
The title: Whether multiple people can use one account. If you share the log-in credentials, they can and there is nothing to prevent you from doing it. But there are risks, such as misuse of your affiliate IDs, someone could change the password and lock other users out, or someone could post from a bad IP address and cause trouble with publishing and forum privileges.
The post: There is nothing to prevent you from publishing material written by others, as long as you have the legal rights to do so and the material is not published elsewhere on the Internet.
