The option to set the background color should not be visible when the capsule is taking up the full width of the hub. That is at least what the arrow buttons enforce. There is a way around this by reordering the capsule and as such, it should be considered a bug.
Steps to reproduce:
1. Create a capsule, like a text capsule or news capsule.
2. Move the capsule to the right using the arrow button.
3. Use the reordering option to move the capsule to somewhere else in the hub in such a way that it is enlarged to full width.
4. Observe that the background option is still visible when editing that capsule but it has no effect.
Also, the capsule jumps back to the right when moving it around with the arrow keys. Somehow it still thinks it is a right-aligned capsule. I have just checked this with a normal capsule in the same position and that one does not jump to the right (just in case to rule out that it was due to nearby capsules).
