When I send a person somewhere, it is to benefit me.
I see a lot of people using the Suggestion Tool and not much thought into where the link is going. I have linked to other peoples hubs, but it's because I've read that hub and am impressed with the quality and it will benefit my readers.
Darkside got it addressed well, especially when using the suggest link option to interlink to other hubs you've read and considered good for your readers.
I try to stay clear from getting worried about the hubkarma score, but I'm beginning to observe that if the score is up or high, it could also mean your less interlinking with other hubs. How? You may tend to ask.
Not 100% sure on how the algorithm works but on three different occasions when I recently interlinked to a few other helpful hubs via suggest link, my hubkarma score dropped respectively.
