My suggestion is to elevate this section to something equivalent to Web Answers or Yahoo Answers. Allow some adsense or some sort of monetization and then people have an incentive to answer the questions as best they can while hopefully accessing another revenue stream.
One suggestion, please only let people who have established reps on HP participate.
