Does linking to your own hubs increase hubkarma or only to other people's?

You want to link to other peoples hubs to increase your hubkarma.

From what I have learned, hubkarma scores are insignificant. You want to link to other people's hubs because it can generate increased traffic for you.

How would outbound links have that effect?

I noticed that relache's hubs often have plenty of outbound links, so I asked myself the same question. Also, isn't it reasonable that a page with good relevant links to other sources would rank better? Bing turns out to like outbound links and I'm not sure we know what Google likes any more.

The internal hubpages.com links should have very little effect.
