can i post in text of my hub's links to other sites like hubpages ? Infobarrel for example ? Or my own sites or blogs ?
Yes as long as you have no more than two outgoing links to one domain per hub, and the links are relevant. You also cannot link to the same domain on every single hub.

Primarily, you should use your profile page for that. Links in hubs must be relevant to the contents, and then no more than 2 links to the same domain.
