I found a hubber who actually scores really well (author score in the 90s.) This particular hubber has some well performing hubs, but also has a ton of just terrible spam hubs. Do I need to go to each non-compliant hub and flag it or will the mods look into each of their hubs after flag just one?
This author probably would have a really high hubscore if they either fixed or got rid of some of these really spammy hubs.
You don't need to flag all of them, but I would think at least 5 or so before you flag the profile. The HP team is pretty overworked these days and can use all the help you can give them by pointing out particular hubs.

If we flag a hub, does it say which hubber put in the flag, or is it anonymous. I mean, could someone turn around and flag your hub to retaliate? How does it work exactly? Thanks.

I don't go around looking for Hubs to flag, but when I come across something with glaring issues I try to be a good HP citizen and alert staff. They have, after all, continuously preached about the importance of...
