I am in Canada and I am wondering, does hubpages pay to canadian citizens?
Hubpages don't pay to anyone.
Adsense and Amazon do, however.
Hubpages is currently rolling out an ad program which will be fully rolled out by June. It pays directly into your paypal account, but you need an Adsense linked account and to enter your tax details to claim.

Another Canadian here, I'm pretty sure Canadians have been earning money through Hubpages. First, apply for a Google Adsense account, and apply for an Amazon account as well. Hubpages has just started it's own HP ads program and we get paid on that one too. I'm on the HP ads now and I'm earning some money, but not a lot considering I've only been here almost five months and only have HP ads for two weeks.
