I want to put up a blog for to my website. Should I just put one in the website or would it be better to start one off-site--a Google blog? I want to increase traffic. Would a Google blog help, since it is a link?
So far I have had zero success with that, but maybe it just takes time.
The quality of a backlink isn't about where you start the new blog, it's about how old the blog is. If you started a new blog today for backlinks, it has no age, no authority and little content.
On the other hand, a link from a Google blog that is two years old, has backlinks to it and has plenty of content will be worth more in the eyes of Google.

IMO all websites should have a blog as part of the site. Blog post offer much more for your readers and give your site more SEO.
However I assume your site is not made with wordpress or other blog software. So you would need to make a new folder in your site directory and put your wordpress blog there.
I myself make all my sites using wordress from the start.
