"Allowed" is not an issue, since Hubbers cannot insert AdSense ads into their hubs. It is all done automatically.
I know as an individual, on my own sites, I have a smaller limit than Hubpages is allowed. Google allows big sites/corporations to use more spaces for ads than mere mortals.
