If it's pulling articles from article directories then no it's not stealing. People place their articles in directories so that others can use their content so long as the attribution remains with the link back.
If it's pulling articles from places like HP and Squidoo then yes it is stealing because we do not allow others to use our content even with attribution.
There are differences between :
a webmaster, spinner,
writer and combination of any of those.
One day all servers will explode.
Robots will post articles, spun - same content, different languages, syntax and forms
I am not sure if G can detect spun articles!
It depends on the person if one resort to this or not, good or bad - this is a point of debate.

There are many websites that allow you to post an article which can be reprinted by others and meanwhile your link will be included. So as a result, more backlinks are created for you. Isn’t right? Dose the hubpages...

I just found out that this site is stealing our hubs and posting as its own blogposts! I mean they post our hubs EXACTLY as we have written them, with all the bullet points and the same photos, the same content...
