I have never had any trouble reading until I tried to get through a hub with every other word highlighted in blue -- it's horrible! Do you allow hubbers to to opt out of this annoyance?
That's how the link suggestion tool ISN'T meant to be used.
As Wry says, after you've published a Hub you'll see a button marked "suggest links".
You can highlight words or phrases in your Hub and use the button to find Hubs on that subject.
It's useful if, say, you mention a topic but don't want to go too deeply into it yourself - instead, you can refer the reader to another Hub that explains it in more detail. Otherwise, it's something you wouldn't use very often.
Unfortunately, HubPages decided to reward Hubbers for using the "suggest links" feature, with a score called "HubKarma". As a result, some Hubbers go overboard with linking in an attempt to get their HubKarma score up. I agree it's very annoying.
