So I just creating an account for hubpages and at this point, all I have to do is start making hubs? Then after I do a few hubs, I can apply for the Google Ad-sense publisher ID? Once I get the ID, I can potentially start earning money?

Actually you can apply for Google's Ad-sense ID at anytime once you join HubPages, but it makes sense to get it after you have published a few hubs since you will not make any income without any hubs.
The reality is that AdSense will seldom approve an application without any quality hubs. I'd recommend publishing 10 hubs before applying.
