Sorry, because of rule violations associated with your account or ip address, permission to publish new hubs has been revoked. You can still edit your existing hubs and save your changes to this hub by clicking the done editing button. Your right to publish may automatically be restored through time and adherence to the HubPages rules. Fixing or deleting existing flagged hubs may also help.

If you are going to publish a hub, and immediately you get message, like one you mentioned, better contact hubpages team.Besides make sure your hub is not violating the hubpages.
Did you see in My Account (yours) why your hubs were flagged?
Did you have duplicate content? spun content? adult?
Do many people work from the same comp or from the same IP adress.. it is possible that one has gotten into trouble with Google for spamming or other violations and all activities from the id are banned.. The best course of action is to write to Team@hubpages and see if that can be sorted out.
