Finding active blogs where people have contributed actively and the page itself has no spam comments is the place to comment.
It kind of depending on why you are "doing" the comments. No one appreciates spam links in their comments.
Yeah it depends but as an SEO point of view i would prefer to go for the Do-follow links first whether in blog spot or WordPress. What are your thoughts on how we can best avail the link value?

I have a job of leaving comments of Blogs, the blogs comments must allow for website, name and email to be left there. I want to know the purpose of this. Will that increase traffic to the persons website?
