This may have been asked before but I've yet to see a reasonable answer.
Why exactly does it require affiliation with Adsense before a HP ads account is allowed?
If people can use HP ads on their own, Hubpages can get 100% of the Adsense from hubs of people that don't have Adsense.
With eBay and soon Amazon to be directly affiliated with the HP ad program, it appears that people who don't have Adsense will be severely restricted in earnings.
(P.S. I don't see this answer: http://hubpages.com/faq/#hpads-adsense as a very straight forward reason.)
Much of revenue generated in the Ad Program still comes from AdSense, and Google does not want people that have been banned from AdSense to have a backdoor into the program. For us to distribute money that comes from AdSense in the way that we are, we are required to run at least 1 AdSense ad location with the authors ID on it in the page. Having AdSense will not be a requirement for Amazon.

Are ad settings totally controlled by HubPages or do the settings in my Adsense account have a bearing on what will be displayed? If so, is it a good idea to select categories relevant to a niche site?

I think it is related to images being used for the HUB ads and Google ads. When I turned off the Hub ads my adsense revenue rose significantly. I think it is because the block of adsense ads to the right of the column...
