If I have a video from you tube, not mine, can I monetize on it when I use it on one of my hubs?
I thought there was a way a long time ago, but not so sure if I can or how to do it.
Your hubs are monetized already - by HP ads and Adsense, Amazon etc.
You can't specifically "monetize" a particular capsule, such as a video capsule.
The only real way to monetize a video is to upload your own to youtube and have an Adsense partnership with them. Even then, if you placed the video on a hub, the viewer would have to go back to youtube to see your youtube based adverts.

In order to add your own video to a hub, do you have to join youtube first, upload your video, then put it in the hub capsule? I wish I could upload my videos like I upload my photos.
