I wrote an answering hub for the HubPages question by 910Chris that was posted three days ago and is still open for comments. How do I attach my answering hub to his question? My hub is "Why the Media Fears Ron Paul" at this link <link snipped>

You need to click on the answer button on the question that you want to answer and the make a hub about it button that comes up.. and write your hub from there... it may not be possible to create a hub and then attach it to the question.
As Sofs said, if you want to create a Hub in answer to a question, you need to click the "make a Hub about it" button. Once you've created a Hub you can't attach it that way - however you can post an answer including a link to your Hub.
