What's the difference between the HubPages Ad Program earnings in /my/earnings/reports and my Google Adsense earnings I can see over at my Google Adsense account page? Are they talking about the same clicks? They have different numbers, which makes me think they're different things. If so, what user actions make a hypothetical ten cents go into each thing? Thanks.
What Marisa said. The HP ad program is an "in house" affiliate program, run by Hubpages, with advertisers sourced by Hubpages. The majority of ads are run through this program and the site is optimized for them.
Adsense adverts are run externally via Google Adsense. Hubpages serves the ads but has no say in what they are (except for certain types which they block), or the pricing on them.

Is google adsense only paying for clicks and not impressions? My adsense earnings have almost gone down to nothing. Has anyone else experienced this?
