Can I change the title (via edit for this one) and URL of my hub after it's been published?
You can change the title as many times as you like--in edit mode. However, if you want a different URL you will need to save your information, delete the hub, and create a new hub with the desired URL. Be sure to wait a while until the old hub has been removed from G's index---if not you may be flagged for duplicate content.
I'm not sure if this is considered "best practices" but I think it is the only way.

After changing the title of the hub, the URL remains the same. Does it affect the existing traffic or the position on Google ? How often the title could be changed ? Is it advisable or not ?
