Every hub I visit - to check my own or others by different hubbers - is flagged up. What's going on here? Someone messing about? Settings? Virus? It's never happened before.
Can you give an example chef-de-jour? How do you know its 'flagged' up?
There's always been a way to "flag" a hub, to report violations to the moderators. This is just what that feature/button now looks like with the site redesign.

It's really worthwhile to read the site blog (subscribing with an RSS reader makes it super easy) because then you get updated to new changes before they happen.
I live the new format & layout - they've put a tremendous amount of work into it!
