Sub: Non inclusion of qualification in ALL INDIA COUNCIL FOR TECHNICAL EDUCATION (PAY SCALES, SERVICE CONDITIONS AND QUALIFICATIONS FOR THE TEACHERS AND OTHER ACADEMIC STAFF IN TECHNICAL INSTITUTIONS (DIGREE) REGULATIONS 2010 NOTIFICATION, F.No:37-3/Legal/2010 and Draft Approval Process Handbook

Dear All,

This is to bring to your kind attention that apart from the Engineering branches the following disciplines are working in our engineering colleges:

1. Department of Mathematics/Applied Mathematics/Engineering Mathematics

2. Department of Chemistry/Applied Chemistry/Engineering Chemistry

3. Department of Physics/Applied Physics/Engineering Physics

4. Department of Communication Skill/English

5. Department of Geology/Applied Geology

As per cadre structure we are having all three categories of posts i.e. Professor, Associate Professor and Assistant Professors in all of the above departments. Qualifications for the above posts as per AICTE norms till now “Ph.D. degree with the first class degree at Bachelor's or Master's level in the appropriate branch of Sciences/Humanities”.

Accordingly we are having large number of staff members working in the above Departments in almost every engineering college of the state and the country.

Now in the Notification referred above the qualifications does not mention the qualifications of Faculties working in the Sciences/Applied Science/Humanities branches of existing engineering colleges. In the event it is not clear as to what will happen to large number of teaching faculties working in above subjects in the engineering colleges and how they will be getting their payment, promotion and recruitment etc.

This is also to bring to your kind attention that the University recognized Professors working in these branches as above were considered eligible for the appointment to the post of Principal/Director of AICTE approved Engineering Colleges. Now the recent changes in Approval Process Handbook and in the VI Pay Commission notification such Professors have been made in-eligible for the post of Head of Institution. This is against the Law of Natural Justice and Equality among the similar post holders.

You may be aware that the reason of the success of IITs as a universal brand was its emphasis on Science based education. Even otherwise Science is nothing but the mother of Engineering. Now when India is facing unprecedented problem of falling standards of Basic Science Research (as reported by Prof. MM Sharma Committee of UGC) it is imperative that more cohesion and co-operation may be promoted between Science & Engineering. One of the easiest and most powerful methods for the same is development of Sciences in Engineering Colleges. Such a move wil be beneficial for both Engineering and Sciences.

However, the recent actions of AICTE are going contrary to the above and may be harmful to both Science & Engineering. In the wake of the unfortunate developments every one are requested to intervene to avoid the myopic actions which will prove detrimental to the cause of engineering education in the country.

All are requested to ensure that the existing Departments of Basic Sciences and their Faculty members in Engineering Colleges are not discriminated and sidelined. Also among the Professors of the Basic Sciences in Engineering Colleges those who are capable of administering the colleges properly may not be deprived of the position of Head of Institution.

Withering of science in engineering education

This letter refers to the latest syllabi of the first year BE (Bachelor of Engineering) courses of Universities in Tamil Nadu. Unlike the previous pattern, the core (common) syllabus has been changed and the new syllabus varies from University to University. The new syllabus is less relevant for engineering education because most of the universities neglect basic sciences. In Bharathiar and Bharathidasan Universities, the four important basic science subjects, viz. applied physics, applied chemistry and their practical subjects have been reduced to physical science theory and laboratory. This shows the declining interest towards science in engineering education. Some universities (Madras, Madurai Kamaraj and other State Universities) are still having physics and chemistry along with practicals.

Science is very important for engineering education and engineering students must study basic sciences as separate papers. Most of the institutions like IIT, BITS Pilani, Roorke University, Anna University, etc. have engineering physics and engineering chemistry as separate papers.

The following points should be kept in mind while preparing the engineering curriculum: (i) The syllabus committee should consist of all subject experts including mathematics, physics and chemistry. Individual ideas should not be reflected in the syllabus; (ii) Science is important for maintaining and improving technology. Hence, all the engineering students should study basic sciences; (iii) Basic sciences with common syllabus will be helpful for the students, even for their future employment; (iv) AICTE must define certain criteria regarding the BE syllabus, in which the percentage of science subjects should be clearly mentioned; (v) The state board for higher education or technical education body should form a committee for formulating or revising the syllabus; and (vi) The proposed syllabus should be submitted to the AICTE, to be finalized.

The Government should form a committee to analyse the revised syllabus of all universities in Tamil Nadu. Steps must be taken to prevent neglect of science in engineering education. I appeal to the DTE (Directorate of Technical Education), HES (Higher Education Secretary) and AICTE authorities to bring a common syllabus for all universities. At least, the science subjects should be the same for all the universities. AICTE must improve the standard of the BE syllabi of all the southern universities. Will the AICTE look into this?

Promotional discrimination is unethical.

Basic sciences and engineering

This is with reference to K. Kaniappan’s letter (Curr. Sci., 1999, 76, 1173). The problem of weightage in basic sciences in an engineering curriculum is not confined to Tamil Nadu but also to many other states. Admittedly, curriculum of any engineering subject must have much more weightage on the particular subject than the basic sciences. At the same time, it should also be kept in mind that one cannot draw a line between any engineering subject and its basic principals, i.e. science.

Can anyone think of teaching refrigeration without talking about ‘Joule–Thomson Effect’? Can a student be taught about preparation of nylon without telling him what a condensation reaction is? True, it is not required to teach general theory of relativity to a student of mechanical engineering

but does that mean the whole of physics is irrelevant? Will it be not like writing a novel without any story to tell, if mechanics is omitted from the syllabi?

The need for basic sciences in the curriculum is well accepted by AICTE, as well as various universities of repute and the IITs. However, short-sightedness may have created undesirable situations in source places which is a serious matter of concern.

I think MCA lecturer would be eligible to teach BE(computer/IT) students as MCA is PG and subject paper's of MCA and BE(CS/It) are same.

Basic sciences like physics chemistry and maths are also important for engineering student,but the AICTE syllabus must be improve to get effective results for research purpose. In USA and other countries like Switzerland Physics research center is well devloped.

AICTE is the slave of Industry, and present industry thought that science has no roll in Engineering.

AICTE people has no sense. 55% is not a small number in P.G

If they say so I recommend that 0.8 or more correlation coefficient between theory and practical/internal should be the criteria for selection.Bull shit ! countably few

If that is the case no body is eligible. They should consider M.C.A/M.Sc with NET/JRF .

I have 56% marks in M.Sc.(Physics) and completed Ph.d. but as per aict norms 60% and Ph.D is must for the Assistant professor and as per ugc norms for Assistant professor 55% and Ph.D is must.

As I did my M.sc in 2000 at that time UGC and AICT norms were same. Now what i have to do.

Is my M.Sc.in 2000 and P.hd in 2010 is use less.

please qualification for Assist. Professor must remain same as Previous for who have done their PG before 2009

Any technology can be developed based on fundamental principles of basic sciences.Therefore In order to understand a technology or to develop a new technology one must understood the fundamental principles of basic sciences.In the olden days electronic engineers studied only vaccum tubes now the technoloty was changed to semicondutor devies. This means older people engineering degrees should not valid? Vaccum tubes are based on therimionic emission principle and semiconductor devices are based on solid state principles.i.e technology may not exists permanently but fundamental principles exists for ever. Hence if one knows the fundamental principles then what ever may be the changes in technology it is very easy to understand.similarly see the case of fiber optic communication. May be in future semiconductor electronics will be replaced with photonics. Hence what ever may the changes in technology they must be based on any one of the fundamental principles of basic sciences.IIT,s know this fact very well .In iit's it is" science based engineering curriculum". Even ASEE(americal society of engineering education) also stressed that the engineering education must have basic sciences background. With out basic sciences the engineering educatio n is a buliding on clouds.

I completely agree with the news item that aicte did not talk about the science tyeachers. and AICTE did not approve the applied science professors to be eligible for the posts of principal and director in the new approval process. This is a purely biased , partial aND DIVIDED IN THINKING . aicte DID NOT CINSIDER OR IT is unaware that only science professors are responsible for the innovations in engineering. to tell a fgew of the observations

1. Dr JC GHOSH was director of IISc aND was also the director of IIT< KHARAGPUR

2. Vikram Sarabhai, Homi Basbha, MGK Menon, and many Chairmen of ISRO were withPhysics background.

Most of the directors of IISc were with physics backgrounsd.

Science people were responsible for good technical administration, and were also responsible for encouraging innovations in scienc and technology.

As per Vth CPC, there were a clear difference between assistant Prof/reader and lecturer(Selection Grade). A Ph D holder were able to move to Assistant Prof/Reader from Lecturer(Sr). As per VIth CPC, Lecturer(sel Grade) is termed as assistant Prof(Selection Grade).But earlier Assistant Professor why will be called as same as new Assistant Prof(Selection Grade). Why the difference is abolished? Where the effect of Ph D degree is vanished?

In my opinion,a Reader/earlier Assistant Prof with Ph D degree should not spent three years more in Grade Pay 8000/-in PB 3 as similar as the new Assistant Professor(without Ph D). A lecturer/Assistant Prof(new) with Ph D degree should directly move to PB 4 or Associate Prof from Assistant Prof(Sr Scale). The matter needs deliberation.

MCA = 3 yrs

ME/M.Phil. comp.sci = 2 yrs = 8 yrs > B.E./B.Tech Comp.Sci. 4 yrs/ME/M.Tech(4+2=6)

M.Phil comp.sci = 2 yrs = 7 yrs > B.E./B.Tech Comp.Sci. 4 yrs/ME/M.Tech(4+2=6).

Both are eligible as per syllabus and curriculum.

Both cases are qualified for handling class for B.E./B.Tech Comp.Sci/ME/M.Tech.

AICTE is not in good position to describe the clear picture about Computer Science/Computer engineering eligibility????. Further it is also not in good position to describe the eligibility criteria for other departments.

Who will give a solution to this problem???????

the aicte officebearers are living in fool's heaven, despite the fact that MCA abd BE (CSE) syllabi is not much different, even if it is, the subjects only in cse are not taught by cse faculty,i.e. faculty from ece is assigned, so why this discrimination is being meted onto the mca mtech holders, infact mca mtech holder has more weightage when compared to a btech mtech one as duration of the former is more. i request mr. kapil sibal to kindly take stock of issue and do the needful

I feel that the Acting Chaorman AICTE Mr Mantha is having some personal grudge against Science which he is trying to settle now. It is probably that he was always beaten by Sicence Professors in Research which he is settling.

Alll sensible people should oppose such personal vendetta by person siting at the top.

Subject: Confusion regarding the eligibility for Director/Principal of Engg./Technical Institutes

Hon’ble Sir,

Most humbly and respectfully, we would like to appreciate the initiatives taken by you in making the bodies like All India Council for Technical Education, New Delhi and University Grants Commission, New Delhi more efficient and transparent. The transparency and fairness introduced has improved the images of both these regulatory bodies. We would like to draw your kind attention towards an issue that is becoming a controversy in all the academic institutions regulated by All India Council for Technical Education, New Delhi. The issue is regarding the eligibility for the post of Director/Principal of Engineering or Technical Colleges approved by AICTE.

In this context, following points are brought to your kind notice:

1. The eligibility for the post of Director/ Principal of Technical/Engineering Institutes as per AICTE norms both old as well as new is mentioned in attachments 1 & 2. As per these norms, the persons with Ph.D. in Applied Sciences, i.e., Physics, Chemistry and Mathematics, and humanities are also eligible for this post. This fact is further established as per the information provided by AICTE under RTI Act ( Attachment 3).

2. Currently many colleges are denying the above mentioned eligibility conditions for the persons with Ph. D. in applied sciences, for appointment of Principal/Director. Moreover, we fail to understand how the same norms could be interpreted differently by differently people. This confusion has been created by the persons who were responsible for posting Frequently Asked Questions (FAQs) and their replies on the AICTE official website. The applied sciences are integral part of all engineering branches. The posts of the Professors/Assistant Professors are sectioned in applied sciences on the same pattern as for engineering branches.

3. The faculty of applied sciences is guiding almost all branches of engineering students for their Ph.D. degree in various institutes.

4. It is pertinent to mention here that at least 30 to 40% Engineering Colleges approved by AICTE, New Delhi all over the country have persons with Ph.D. in these fields as Principals/Directors. Even in TTTIs/NITs persons with applied science background are eligible and occupying the position of director.

5. To surmount this all the IITs which are the torch bearers of technical education in India have no objection in appointing persons having Ph.Ds in disciplines of Physics, Chemistry, and Mathematics as their directors.

Obviously some vested interests working in the engineering disciplines want to keep a closed network and do not want to allow the persons from other disciples to enter these institutions lest their monopoly is lost. They are suffering from a fear psychosis. In this world of multi-disciplinary teaching and research raising arbitrary barriers cannot save the system for a long time. We fail to understand how a Professor from the disciplines of Physics, Chemistry and Mathematics is lesser competent to head a technical institute as compared to a person from engineering discipline. Dr. Homi J. Bhabha, Professor C. V. Raman, Professor Vikaram Sarabai and Prof. P. C. Ray were from the disciplines of Physics/ Chemistry, but their contributions to technology is no less. Only a shortsighted person can overlook the contributions of these pioneers who were never having any engineering degree.

Moreover, by no stretch of imagination persons having engineering degrees are sufficient in number to provide the required manpower to head all the Technical/Engineering Institutes all over the country. Thus, the resolution of this controversy and recognizing the persons available in disciplines like Physics, Chemistry and Mathematics as eligible for the post of Directors/ Principals of the Engineering/Technical Institutes will serve the purpose on the one hand and give their due place to the well deserving and qualified persons on the other hand.

In view of the above, your personal intervention is earnestly requested to sort out this matter which has potential of snowballing in a major controversy resulting in unnecessary litigations.

Principal/ Director Qualification as above that is for the posy of Professor, as applicable.

Post PhD publication and guiding publications and guiding PhD students s highly desirable Minimum of 10 year experience in teaching/ Research/ Industry out of which at least 3 years shall be at the level of Professor.

or

Minimum of 13 years experience in teaching and/ or Research and/ or Industry.

In case of research experience good academic record and books/ research paper publications/ IPR/ patents record shall be required as deemed fit by the expert members of the selection committee.

If the experience in industry is considered, the same shall be at managerial level equivalent to Professor level with active participation record in devising/ designing, developing, planning, executing, analyzing, quality control, innovating, training, technical books/ research paper publications/ IPR/ patents, etc. as deemed fit by the expert members of the selection committee

Flair for Management and Leadership is essential.

In case of Architecture, Professional Practice of 10 years as certified by the council of Architecture shall also be considered valid.

This hub page was started with an aim to mobilise the support of all just people for ending the apartheid in technical education. Such a discrimination is highly objectionable and untolerable in a democratic country like India.

THe shortsightedness of some people is affecting not only the Science Professors working in engineering colleges but is also attacking the foundations of Indian engineering and science. Today the scientist dont like engineers and vice versa also. Such a thing is unheard of in developed societies. May god give sensibilities to the people sitting at the top.

I am very sure that the present acting Chairman Dr. SS Mantha is personally biased againt science in engineering. He is trying to reverse the established policy of AICTE by a FAQ and unclear policy about science Professors in engineering college. Such discrimination is unnecessary and uncalled for. Any Professor who is working in an engineering college and who is otherwise eligible to hold the post of Head of Instituion shouls be considered strictly on the basis of merit.

There are certain points I would like to identify. I submit that Physics is believed to be the king of sciences and Mathematics is the queen of sciences. Bringing them together produced several technical areas including Engineering fields. I find that Basic science ( Physics, mathematics, Chemistry )have been instrumental for the greater development and growth of economy of this country. Certain of my observations; which hold for a large percentage Basic science people being;

1. they are the people who initiated computer information sciences.

2. they are the people who are responsible for the better decision making

Let me hope that they contribute more to the betterment of the systems with out deviating from moral principles.

I HAVE THE DOCUMENT THAT IN NOVEMBER 2007 aicte ALLOWED BASIC SCIENCES PROFESSORS TO BECOME THE PRINCIPALS FOR THE SELF FINANCING ENGINEERING COLLEGES BY A CLARIFICATION. BUT AGAIN IN THE NEW APPROVAL PROCESS OF 2009 THIS WAS NOT MENTIONED. i AM SURPRISED TO SEE THAT THERE IS NO SUCH COMMENT by aicte in their approval process of 2009 RELATED TO SCIENCES PROFESSORS.

THIS MAKES US THINK AN ADVERSE FASHION AND POLLUTE THE THINKING, OF THE FELLOW FRIENDS IN ENGINEERING DEPARTMENTS. IN A WAY SYSTEM IS INSINUATING AND POLLUTING THE ATMOSPHERE. What is true engineering.

Whether engineer is born or made.

Whether engineer is known on the basis of thinking or by degree.

What is an engineering outlook?

Who is a true engineer?

How to prepare an ethical engineer of 21 st century, who is useful to the society.

What constitutes a true curriculum of engineering curriculum?

What type of knowledge should be catered to prepare good engineer.

Why engineering thinking is lost in India.

Why in India we are unable to prepare good committed engineers not even good politicians.

What is the inner core or substance of engineering (true stuff).

Why engineers in India are unable to carry out true innovations in engineering.

Like Engineer Sir Visweswarayya).

What constitutes the management and administration of an engineering college.

Why there has not been a uniform thinking in India among administrators in

Engineering education.

Is it a purely planning in administration of engineering education?

Why this is not applicable for vice chancellors.

What is the true value of education?

How should any education be imparted to youngsters India ( in 21 st century ). .

If educational administrators are to be efficient, do we need engineers by degree or

by experience and expertise.

Again why only some subjects can be called engineering subjects/ engineering programs.

There are also programs in the some universities like mathematical engineering,

financial engineering, engineering English.

Should a person with solid background in the subjects be branded as bad administrators

Can we comment by engineering degree, a person be a good administrator of

engineering institute. If engineers have to be chosen as administrators posts who will

engineer the nature, and create resources.

Should bookish knowledge and a degree on theoretical concepts, subsequently theoretical

research related to the study of mathematical modeling and solution procedure, with

some algorithms is the way high-level engineering education is carried out in

the 21 st century. This is adopted without clear understanding of mathematical rigor and

true applications to engineering problems.

If we go through several doctoral dissertations in Science and engineering, we hardly find

any difference in the extra creativity carried out.. Of course there is a difference

between theoretical applications and practical applications, with physics of the problem.

What is the extra challenging thing on the part of engineering research work

without sufficient physics behind the problem?

A person with engineering degree would be good may mean practical applications should

be good in applications may mean that the person is sound in practical applications.

What is the extra innovations carried out by the present day engineers in India .

Why there are not many patents for the work carried on par with developed countries.

Why there is no distinction between the Ph. D. in engineering and science in western countries.

Why in India we are suffering from extra smartness in distinguishing engineering and science.

It has been felt that an expertise cannot be prepared overnight.

We have been trying to put our students in single track thinking by controlling dissipation

of mental energies, considering the ranks of the candidates.

MCA is equivalent to ME (Computer Science and Engineering)

MCA with B.Sc. (Computer Science) background is equivalent to ME (Computer Science and Engineering).

B.Sc. Computer Science (3 Yrs) + MCA (3 Yrs) = 6 Years.

BE Computer Science (4 Yrs) + ME (2Yrs) = 6 Years.

MCA and ME both are equal.

Companies are giving equal priority to both MCA and ME.

Two Master's Degrees, MCA and ME, are treated Same for jobs and there is no difference in the competence ratings.

Both MCA and ME (Computer Science and Engineering) Professional Degree courses, the contents of theory and practical syllabus are Same.

MCA and ME Degree holders are Equal to each other.

MCA - Master of Computer Applications.

ME - Master of Engineering (Computer Science and Engineering).

I have a B.Sc. geology ( 57%) and M.sc. geology 66 % there after phd in feb 2009 with( Hydrogeology , remote Sensing and geology ). i am i eligible for the post of assitant professor in department of civil engg. in any tehnical college or not. Going through the various engineeirng colleges such as IITs, state and private engg. colleges. every civil Engg. department having

some regular faculty as Assistant , Associate and professors they area having B.Sc. M.Sc. and Phd . in geology Only .

Going through the recent norms of AICTE for the eligibilty criteria for Assistant professor in engg. colleges but there is no information for this subjct.

What you say about eligibilty is correct as per UGC norms. However, AICTE has not made it clear as to what is the qualification for Teaching posts of Basic Sciences, Humanities, Geology etc.

I find most of the Ph. D. 's in engineering are not the ones worked on the practical problems and a design , verification and validation studies are not carried out. In fact there take up some problem without proper modelling and try to solve using the existing packages or using the mat lab.there may not be a good understanding of the related mathematics, the origin and the genesis / development of the model used, since the starting stages. Obviously it is an applied mathematics or applied mechanics research. obviously it is not a good and total understanding of the problem.

unless every engineering research work is demonstrated in the real life ( which happens in USSR ),how can he/she be given a PH.D. in engineering.

To quote , heard through some body that once the director of IIT , Kharagpur Prof. SR Sengupta, ( a doyen administrator of engineering education, expressed a feeling that he does not consider any thing as an engineering subject except CIVIL, ELECTRICAL and Mechanical engineering fields.

so there is a need to carry out a debate on what is a true engineering subject and who is a truly committed engineer. What is the status of innovation in engineering in India, why the so called educationists are not considering to improve the creativity and innovation in engineering.

Richard Bellman, basically a mathematics person proposed the concept of Dynamic programming and contributed several books responsible for greater applications and laid foundation for many branches and computational procedures. in fact he wrote 35 text books each has thrown several research problems, in other words he gave innumerable number of research problems. and was an author of over 600 research papers. IEEE honored him with highest award of medal of honor. His books are responsible for the greater innovations in engineering fields. He has contributed to mathematics , control theory and medicine. He was sop divine.

Actually when it comes to the research there is absolutely no distinction of any subject. Research always progresses on : a hypothesis, evaluation, confirmation and demonstration. Now only the basic idea can be the mother of any invention. So the so called demonstrative research has to be first conceived in mind based on fundamentals of science.

Respected Sir,

I have completed BE (IT) with 74.8% marks + M.Tech. Comp.Science with 74.4 marks and my GET scoring marks are 93%+ I have 3 years experience of teaching. I was applied for computer science lecturer which was announce by Board of Technical Education, Jodhpur Rajsthan. Required qualification was BE (CS) or equivalent. The written test was conduct by RPSC for this post; I got 12 ranks in all Rajasthan. But now the Board of Rrajasthan technical education, Jodhpur say to me you are not eligible for this post, because you are BE(IT) and BE(IT) is not equivalent to BE (CS). So please give me your expert opinion of this matter so that the problem can be short out.

Recruitment to PSC etc. is governed by their published rules. Pl see them clearly and in case u feel there is any discrepancy then he high court can be approached. As far equivalence etc. is concerned the AICTE guidelines and UGC guidelines for Sciences subjects and the affiliating universities regulations may pl be referred to. In other case the decision of Selection committee is important.

With a PhD in Ecology from a central university, a PGDiploma in Env mng. and more than 30 years of teaching,researching and working in nature,would it not be funny,if maybe after a few years of retirement,when I want to truly educate the 'young engineers', about the complexities of environmental issues,I am stopped with a rule that you need have a PhD in Env Engr/Env Sciences by AICTE? Policies and rules need be broad-minded to allow anyone,age,gender no bar,for teaching...the day this changes,maybe,we change!!

I have completed M.Sc Electronics from Cochin university of science and technology and m.Tech in Digital Electronics. I would also like to get a lectureship post in Electronics Engineering. There are so many of my seniors.juniors who are facing the same problem. some of them are continuing as guest lecturers in engineering colleges still having no hope to get a permanent lecture post in Electronics/electronics engineering. I think AICTE has not authorised to put a further discrimination to the UGC rules, which clearly says in

I have done MCA,M.Tech(IT) and PhD(Computer Science) and working as assistant Prof in MCA department of Govt Engineering College.Now the problem is my college have been decided to Close this MCA course.As my degree is MCA,M.Tech(IT),PhD(Computer Science)............I want to shift to another department of this college on same post .

My Questions are.....

I have already refereed to AICTE 2003 clarification. It say that MCA is valid qualification for CS. But as per 2010 AICTE resolution there is no mention of MCA. Hence the problem. Pl advice and let me know if there are more clarifications. I have put RTI to AICTE and HRD ministry. AICTE has given EVASIVE reply later has given to refer 2010 resolution.

Thats the problem. AICTE is totally eveasive about such issues. When it comes to recruitment then every Selection Board and Universities are making their own interpretation. All of us may pl write to HRD Minster for the same.
