EU Horizon 2020 Marie Curie Program Individual Fellowships (IF) Tips

Fellowship Overview

So, you want to get money from the European Commission (EU) by applying for one of the Marie Curie schemes, but you need expert advice. I have been working as an independent expert evaluating these schemes for over 10 years, so I should be able to help you. You can also use the comments section below to get help from your peers.

All three schemes (IEF, IOF, IIF) have similar criteria, which are given at the end of this article along with my explanations as to what you have to write in order to meet these criteria. I also explain some of the important, mostly misunderstood, sub-criteria to help you understand exactly what the Commission wants. In addition, I have included a table for scores at the end of the text, submitted by unverified users so people will have an idea on approximate scores.

But first, what's different about the three schemes is their objectives. If you want to write a successful proposal, you have to write it according to these objectives, and modify it to fit these objectives exactly.

Objective of the Three Schemes

IEF: The objectives of the IEF scheme aim for these Fellowships to allow the most promising researchers from EU and Associated Countries to undertake training through research in the European organizations most appropriate to their individual needs. The researchers may freely choose the topic in collaboration with the host, with a view to completing or diversifying his/her expertise. The IEF action is aimed at experienced researchers and hopes to respond to their particular needs. Its intention is to help researchers add different/complementary scientific competencies in the process of reaching and/or reinforcing a position of professional maturity and independence (e.g. advanced training in multi-disciplinary fields, advanced training related to an interdisciplinary transfer, intersectoral experiences at senior level), or to permit them to resume their career.

This means that if the researcher was pregnant, or had to leave science for a career in industry, but wants to come back to science, that's a priority researcher according to the objectives. The action permits the researchers to undertake transnational mobility in the European organisations most appropriate to their individual needs, directed towards competence diversification, without providing merely a subsequent step to continue their work in the same research field. In other words, the proposed project should be something that diversifies the career of the researcher.

IOF: The IOF scheme Fellowships are awarded to researchers from EU and Associated Countries to work in established third country research centers, thereby widening their international experience in research. This scheme requires the submission of a coherent individual training program, involving a first phase abroad, followed by a mandatory second phase in Europe. This action, open towards the rest of the world, aims to respond to the need for reinforcing the international dimension of the careers of European researchers by giving them the opportunity to be trained and acquire new knowledge in a world level third country research organization, and then to apply the experience gained in an organization in a Member State or Associated States.

IIF: And finally, the IIF scheme Fellowships aim to attract top-class researchers from third countries to work and undertake research training in Europe, with the view to developing mutually-beneficial research co-operation between Europe and third countries. In the case of emerging and transition economies and developing countries, the scheme may include provisions to assist fellows to return to their country of origin. This action reinforces the scientific excellence of the Member States and the Associated States thanks to the application of the knowledge thus transferred during this period of mobility. Additionally, this will also constitute a springboard for the future development of relations between the Member States or Associated States and the third countries.

All of the schemes have to be relevant to one or more of the specific objectives of the action. Potential for acquiring competencies during the fellowship to improve the prospects of reaching and/or reinforcing a position of professional maturity, diversity and independence, in particular through exposure to complementary skills training is important. The proposal should emphasize contribution to career development or re-establishment where relevant.

For international fellowships, potential for creating long term collaborations and mutually beneficial co-operation between Europe and the third country should be emphasized.
For incoming fellowships, contribution to the socio-economic development of the Developing Countries or emerging and transition economies by transfer of knowledge and human capacity building (where appropriate) should be written in detail. The extent to which the research contributes to the objectives of the European Research Area or other European policy objectives are very important as this section makes up a high percentage of the total score.

Below are the criteria I mentioned at the top of the article.

Criteria Weighting Threshold

In all the criteria, telling a story will help you succeed. Stating facts can easily be accomplished by using tables. One other thing is that you need to answer these sub-criteria with project specific answers, as opposed to using generic sentences.

1. Scientific Quality of the Project 25% (Threshold 3)

In this criterion, it is important to mention interdisciplinary and multidisciplinary aspects of the proposal and emphasize how it is multidisciplinary with convincing arguments. The proposer should explain why the proposed research is timely, in other words, why it must be done now. This section needs to explain how the host has sufficient scientific expertise in this specific field and should prove that the host is very high quality. This can be done by mentioning publications, patents etc. Publications in journals like Science and Nature are major boosts. This section has a high percentage of the weighted score, so it is important to spend a good amount of time and attention on it.

2. Quality of Research Training 15% (Threshold 3)

This section should convince the expert reviewer that the fellow knows what he is going to learn, and is aware of the learning objectives. Complementary skills must be mentioned here. These are things like grant writing, paper writing, presentation skills, etc. You have to show that the host scientists have plenty of experience in training graduate students, including post docs. Percentage of this section is low, but a score lower than the threshold will fail your proposal, so be sure to address all the sub-criteria here carefully.

3. Quality of the Researcher 25% (Threshold 4)

The fellow must convince the experts that he/she has sufficient experience in the subject. This can be accomplished by mentioning his/her accomplishments up to this point in his/her career. This is followed by the most important sub-criterion in this section: research results including publications, teaching, and patents. I am not going to sugarcoat it, it is a major boost to your proposal if you have a high number of publications in high quality journals. This depends on your level of experience, so if you have been in science for 10 years, then you must have more publications compared to someone who has been in science for two years. This is quite important and may increase or decrease your points.

You have to write something specific about yourself that indicates that you have independent thinking and leadership qualities. This can be accomplished by telling a story on how you did something by yourself, or how you lead students or some other group. In short, anything that will convince the experts that you have independent thinking and leadership qualities will do.

Additionally, your profile needs to match the project, but this does not mean that you should do the exact same thing as your masters or Ph.D. You need to diversify your subject, yet it should fit your profile. If the project is a subsequent step in your career, that's bad.

The project should provide you with the potential to reach a position of professional maturity. In other words, if you are one step away from professional maturity and this project will provide you with that ability, that's great. This could be by providing you with something that will complement your knowledge so that you will gain independence, for example. You also have to write something regarding your potential to acquire new knowledge, to illustrate that you will learn and gain new knowledge by completing this project.

4. Implementation 15%

This section has to illustrate the host's infrastructure and international collaborations. You have to write how you can accomplish the proposed research using the host's facilities and if they are enough. It is usually a bad idea to write that you will do only part of the research with the host and will have to go somewhere else to perform some other part of the research.

Also consider these questions in this section:

  • What will the host do to make you feel at home?
  • Will you have visa or other legal problems or will they take care of that?
  • What are other practical arrangements?

Important Note: You must include a GANTT Chart here. This is a very important step that a lot of people leave out in their work plan.

5. Impact 20%

This section used to have the highest percentage in earlier years, and it is still high with 20 percent. You must also include complementary skills here in addition to the training section. You have to illustrate your potential for reaching a position of professional maturity, diversity, and independence. How will you be trained in complementary skills, and how will it help you in professional maturity and independence?

Writing about contribution to career development is required and it is very important, as I mentioned at the top of the article. If you left science and want to come back, the European Commission wants you back! This aspect should increase your chances significantly. If this project will make a significant contribution to your career, that's great also.

Contribution to European excellence and European competitiveness must be convincingly illustrated and must be specific to your project. In other words, don't fill it out with generic sentences.

Does anyone have noticed sth strange in the Participant portal? When I try to go to follow up my proposal I obtain following information: "The project you requested does not exist or you do not have sufficient privileges. Please consult the IT help pages for more information". This is very strange because before it was information about remaining days and information about stage of grant.

one week ago my NCP has unofficially informed me that the 2015 Reserve List is now closed.

I think it is a shame that the REA does not inform reserve list candidates about the closure of the process and the fate of their proposal. I do not understand why REA wants candidates wait for ever without a precise indication of their outcomes.

After you take a positive result on Jan-Feb does anyone know if they give you a period (number of months) to choose the start date of your project?

My project (if successful) should start on the spring of 2017 but regarding that it takes more time to get paid (maybe summer of 2017) i don't think that i will be able to do my samplings with my own money. So i was wondering if someone is able to choose a later start date and make the samplings at the spring of 2018.

Your estimations are probably correct. I found that last year there were 7510 submissions for Standard EF + CAR + RI, whereas this year 7919 submissions (thus +5.4%). At the same time budget for these actions dropped from 188m to 179.7m (thus -4,5%). According to my estimations this means that about 40-50 fewer proposals will be funded this year for these actions ( GF will be better off due to an increase in funding and fewer submitted proposals in relation to 2015). I guess that if threshold for other panels will be around 92, it will probably go well above 93 for the SOC panel (92.2 last year).

To MSCA-IF-EF-2016 applicants. I had a look at the budget and number of submitted proposals. Success rate would be ~13% this year. So, get ready for cut-off of score ~92. MSCA-IF-EF-SE panel will get astonishing ~50% success rate thanks to the 10 m budget and only 111 submissions!

you need letters from both hosts. They both count, and they must show they know each other (or at least acknowledge each other and the benefit of the three-way interaction, including you). I know this for a fact as I got the GF last year, and the evaluation report has recognised this as an advantage. Good luck!

So I finally got the notification that I am out. The whole process seems to be very random. I had 92% and was on Reserve List and requested a redress. My redress was approved stating that the "shortcomings in the evaluation jeopardized my chances of funding". There were 3 valid points where I lost points due where I shouldn't have. At this point I was actually absolutely confident that I will get the funding in the end (very nice letter apologizing quite a lot). So part 2 and 3 were send for a new evaluation and I got far less points than in the first round...bringing me down to 89.8%...

Just a speculation from my side, one possibility why there are only 17 reserve-list invites after 30 withdrawels might be open redress cases. They notified about the redress just around the time as they emailed invites for the reserve list (My application will be re-evaluated as my redress was apparently well-founded). So I would assume that more reserve-lists invites are send out once the redress cases are decided.

" All the grant agreements for the proposals in the main funding list (A list) have been signed now, a total of 1135 projects. Therefore the EC will start to allocate funding to the proposals in the reserve list (B list). There have been about 30 withdrawals from the main list across all selection panels. The process of signing Grant Agreements (GAs) with the reserve list should be finalised by the end of September 2016."

Does anyone knows how many IF projets were funded? I've seen, that in average, the requested budget per project was 178,000 Euros. If we know how many projects are funded, we may know if the total budget was already allocated (probably part of the budget was left, just for "safety", in case of redress). I am going to Netherland and I asked the net values and gross values. The strangely consider a gross living allowance of around 3300 euros leading to a 2300 euros net. I asked for the mobility and they said its included already. The value seems very strange to me! They said they will apply for the 30% rule and they let me know. Isn't it that if I don't have the 30% rule, I will need to receive the mobility allowance separately?

IF SOC: I got a Marie Curie IF last year in Netherland, I have the mobility and family allowances. In my case they are taxable. If, like me, you came from abroad AND have not lived within 150km from the Dutch border the 24 last months before your contract you can ask for the 30% rule (in fact your university has to do that for you). you can find more information here: http://www.expatax.nl/30ruling.php

In this case my net salary per month is around 3400 euros (it was less the first months before to have the response from the government etc). There are also 2 (good) bonus per year, one before the summer and another one in December.

If your kids are not going to school and are supposed to go in a daycare (or something else) the government could help you by refunding a part of the daycare cost (but you and your partner shall work).

A petition would be useless, but asking Members of the European Parliament to write the Commission can be very effective:

One course of action that all those on the reserve list can take, is to ask your MEPs to send a written question to the Commission asking for an exceptional increase of the available budget for the Marie Curie program. Indeed, while the budget available decreased of 10.5% since last year, the number of proposals increased of 13%. Which made this year the most difficult ever. If the budget available is increased, for instance of 10-15 million euros, many people on the reserve list will be funded.

Hi! I started my fellowship in UK last year. I am sharing with you the TAXES problem. After a long struggle, finally my family and travel allowance were NOT taxed and are a NET income. The rest of my allowance is taxed according to the UK salary scheme. Of course a part was taken out for the National Insurance. To gain a little bit more I opted out the pension scheme, my husband is not working (due to the fact that he finally left his job to follow me) and I have 2 kids. This way what I get in my pocket is about 2950 pounds. After renting, bills, car insurance, food, school and grocery...we survive! We also can take a flight to go back to Italy twice a year. The first months I was breathless...now I realize we can make it! I choose the low cost shops and online shopping. Hope this can help!

I submitted a redress last week but haven't heard anything yet. As far as I understood the information, they will reply 15 days after the 30 day redress deadline so I am not expecting to hear anything before mid March.

Thanks for the info, if that is correct about 16-17 out of the 50 on reserve would have a realistic chance to get. Someone in my panel wrote a while ago that their NCP told them that he/she was number 14 being only 0.2% away from the cut-off...so still not too much hope.

Yes, the weighing on the different parts should count then...could be even down to luck I guess if two persons have exactly equal scores and the money for a panel is all used up. But I would assume that at the end everyone at the cut-off gets in from the reserve list.

These scores really hurt...so close and yet so far...I only had 0.1 Points less in Implementation.

Does anyone know why some people at this exact same score wouldn't be funded? I guess that's when the weights of the different parts come into play (in case of ex aequo, your score in Excellence would take priority over the Impact score, which would take priority over the Implementation score).

In my case I got:

Implementation - 4,6

Yes, those were the cut-offs. There is obviouslly a chance that they take much more people from the reserve (I guess LIF is a big panel) but I would assume from what others wrote here that there are at least 30 people ahead of you. So chances at 91.6% (or even 92%) should be very small.

Is there anyone who took a smaller rank than the previous year?

I don't know if for a given proposal that is being resubmitted there are the same reviewers every year or are changing. Because if they are changing every year nobody can assure as that we'll get better rank next year by improving the comments of this year's reviewers.

The main information on the redress seems to be in the letter that came with the results. There is a link as well to the official redress page which has the information.

I do not know what they call a valid redress, but I guess it really must be something where you can point out that the information is in the text and they have overlooked it. One point that I will state is that I called a visit to another lab workshop in the whole application and also inserted it as workshop in the Gantt chart and then they have the weekness that my secondment is not in the Gantt chart...so I feel they simply overlooked that everything is there (all my weaknesses seem to be something small like this)...however looking at the redress chances I am not counting on success, additionally it seems that if the redress is successful they reevaluate which could lead to a lower score so one is apparently not directly in if the redress is successful.

About 10 people on the reserve, I have no idea about SOC but with the number of people writting here a total of 10 on reserve seems to be a very small number (at least for LIF). 14 within 0.2 as written before seems more likely especially as I found some documents from a couple of years ago where they had ~45 people on the reserve list.

on reserve lists: from what I’ve understood speaking to an NCP the reserve list for SOC is only about 10 people. pls correct me if I am wrong, but this was my impression. The NCP gave me exact numbers on the phone about 231 applicants getting it, and then I lost it as I was too numb to note them down… But I recall something along the lines of a very few people ahead of me that were on the reserve, something like 10ish?

I am definitely not going to question the expertise of the evaluators, but I am thinking of redressing, since I was given 4.8/5 in excellence just because of a weakness they feel exists, which is actually due to them misunderstanding a sentence I wrote. I wrote that x should be similar to y and I will test it out, meaning that it is *probable* that x and y are similar, whereas they understood that x is definitely similar to y. and they found a weakness because I didn’t elaborate upon this similarity (which doesn’t necessarily exist according to my proposal). they had listed 7 strengths in excellence, about highly original, innovative, multi-disciplinary project and then they cut me 0.2 points which would immediately take me in just for a misunderstanding. Do you think I stand any chance of redressing?

Hi,

I just received an email from a NCP so I guess this is not a confidential information with the different cut-offs for ALL the panels but not telling me my position on the reserve list. Apparently for IF-LIF the cut-off was 92.4% (so I guess the one here on the forum with that score is Nr.1 on reserve) and the reserve cut-off is 91.4%. For GF-LIF cut-off was 93.8%.

I am not quite sure what that means for me personally....I would guess that 92% does not put me under the top5 on the reserve list.

This is what I found on the MarieCurieblogspot:

Should there be budget left, the grant preparation phase is launched, according to the ranking list of the B list. This may take up to one year until you are informed if your proposal will be still be funded or not. Experience from recent years shows that no more than 5 proposals - but depending on the panel! - might be funded from the reserve list. It is impossible to foresee or give a valid estimation about the chances for funding.

From what I have seen on list from earlier years there might be quite long reserve lists (also judging from the people from the Reserve List writing here)...maybe around 40/panel , but all this might be different this year. For my Panel (IF-LIF) the lowest funded from this forum was 92.6 and the highest on reserve 92.4. Hence I guess that my chances at 92% are quite low considering that there was also someone with 92.2 and another one with 92% (+all the ones not posting their scores here).

As I understand it the redress only makes sense if

1) The point that you address was would be sufficient to get you over cut-off otherwise it was just a minor comment and your application anyway failed due to other reason

2) The expertise of the reviewers is out of the question

3) If point 1 is true you are most probably on the reserve list. The redress leads to a re-evaluation which might result in a lower score so it is a gamble.

So the figure on successful redress cases illustrates that pretty well.

I would say if you are more than 1.5% away from the cut-off I wouldn't bother.

The whole evaluation seems very random and none of the comments are of any help for my research and my scientific career.

They say great place, great host, great candidate and great and feasible project.

And then I loose the point because I call a visit to another lab workshop, they consider it as a secondment and complain that it is only as a workshop in the Gantt chart )(while I never call it secondment?)...thank you for this great advise.

I say I want to become a group leader in Europe afterwards and they complain: Yes, but WHERE?...thank you...great advise. I can't even complain about the knowledge of the reviewers as they where so positive about everything but failing basically on one sentence to specify WHERE I will work after the fellowship feels extremely random.

This selection is seriously f***ed up.

I applied a second time after last year rejection, improving on every single point they criticized last year.

So this year they managed to criticize some things that were praised in my first attempt, even if they are exactly the same (like the quality of the hosting arrangement, great last year but not good enough this year, even if I almost didn't change a word...)

Then they say I did not tailor enough my public engagement strategy. I had planned high school lessons and meetings with the public at my university, plus the creation of a website to explain the main concept and findings of my research. Isn't is tailored enough? Should I go door to door to talk to people?

This was the only weakness on the impact part, enough to cut to 4.2/5 even if the rest of the communication strategy (scientific and to industries) was appreciated.

Then they say I didn't consider the parameterization problem for my model and its validation. HELL NO I didn't!!! It's a conceptual model! There are no parameters nor validations!!!

Finally, they say conferences are insufficiently addressed in the work plan. I indicated the conferences I want to participate (and plans for scientific communication were praised a few lines above!) and I specified dates were not yet available (because they are planned almost 3 years after proposal deadline!!).

I saw the proposal of other people who got funded and they did exactly like me and they had no problems on that.

I am so pissed...so bloody pissed!

Is this the kind of treatment and attention we receive after the huge effort required for preparing such proposal?

I can't believe it!

I would be ok with a fair evaluation and rejection, but this is unacceptable...

I am in with 97% in LIF.

That was my second attempt.

Last year for the same project I got 87%. It clearly was't enough.

I was angry and frustrated, and I quite couldnt agree the the evaluation comments.

Once the emotions were back to normal, I just had a second look at my proposal, I improved every single part which was pointed out as a weakness and it resulted in the successful application.

I kind of get why they put so much effort into the so called bla bla part rather than science.

At this stage most of our projects are pretty great.

My advice for everyone who will try again is to look at the evaluation carefully and leaving the emotions on the site. Even if you find some comments ridiculous they are there to help you get the points which will strengthen the proposal next time. They pretty much tell you what to write.

Also, ask for help people at the grant office at your host institution. They had plenty of experience and their help and suggestions can be really helpful.

Out with 85.2, first attempt, in the Humanities, Standard Action. Me and host institution are both from/at western institutions.

The researcher supposed to supervise me at the host university wrote me that he thinks that the comments raised by the evaluators are either besides the point, or just generic and cannot be taken seriously.

We lost mostly points in the risk part, the quality management (?), the application of the project (well... I have a LOT to say about application, but sure they don't wanna hear it), about the work plan (which is unjustified, I made an *extremely* detailed plan in addition to the gantt chart), and somehow one reviewer thought I was changing field, which is not at all the case. ;-)

Evidently, there was 100% nobody from my field evaluating (what we did not expect anyway, but we hoped they can distinguish between political theory, ethics, law, sociology and psychology; well, ehm no, they cannot ;)).

For me it is fortunately not a big drama, I did not count on it and (for the moment) fortunately I have a few other options. It just would have been "nice-to-have".

But we did not have too high expectations: quite radical topic and both from countries that, ehm, are currently not too much appreciated by the European Union.

Maybe the rumors about just loosing points for weaknesses is also not entirely true..I guess you need to get some points for strengths as well...

so I would guess that the strengths somehow balance out the weaknesses...just a guess.

Rejected with 89,4, but the reviews are just silly. Looks like they had no idea about my field. Also I didn't get a full score for one part, even though there were no weaknesses. How all these could be? It's so unprofessional. Applying for such a prestigious grant, I assumed that reviewers should have at least a basic knowledge in the field. Otherwise, what is the point to be evaluated by just random people?

Do you know guys if there is any way to send the complain to the European Commission?

Anyway, congrats to those who get it.

Come on guys, stop argueing on how many conferences you are supposed to put in your proposals etc. It is the system who fails us. These days, a good proposal is not based on how interesting you work is, or how passionate you feel about your research. It has become a bureaucratic bullshit of a lot of things that not necessarily related to the scientific merit itself.

The main issue here is that we shall never consider research as a way of making a living. If you look through science history, you will find most scientists in the past only did it because they liked it, and they had a very wealthy family to support them for doing so.

Hello everyone, I got a score of 92.8 and have been put on reserve list. I formulated my propsal from scratch with no input from anyone, found partner university through literature when I first got interested in the topic, and had absolutely no support from my group or my supervisor who has not even read the proposal. I am proud to get such a score but getting the funding would have set me on the path towards something incredible. I love research, I live it. But I think it is time for me to leave europe because I see no other ways to get support. In the country I am in, it is impossible to get funding for a foreigner like me although I have stayed in europe for 8 years now and have been educated here. I am leaving Europe coz frankly this is not a place to be for a independent researcher like me.

What do you guyz think? DDo I have any chance of getting the funding? Does panel matter when in the waiting list?

It seems many of you don't believe my "bias against non-white researchers" thing. So let me give you an example, I work in a well-recognised research group in Japan on a project collaborating with an equally well-recoginised western Europe group. Basically we produce raw materials and the European group tests them. The European group submitted a manuscript half a year ago on the characterisation of the materials we provided. Since I am the co-author of that paper, I had a chance to read it before submission. I was astonished by the poor quality of the work, they simply used the same sample we sent for all the expierments. It was almost like a joke, because once you tested it, this sample will never be the same again, so all the comparison work means nothing. Howver the comments for this manuscript was like "congratulations for the awesome work", I almost laughed when I read the comments. But for us, the Japanese, when we submitted a way much better quality manuscript later that year to the same reviewers (the Europeans are still on the author list, just not the first few authors), we received a bunch of harsh comments, questioning the quality of the work. Apparently they suddenly became very picky once they noticed the first author has a non-white name.

Yes, in 3 years its easier to get to 10 conferences. I might have done the mistake that I only put in enough "training" so that I consider that the project is still feasible for me in 2 years with my other commitments.

It was my first application and I did it all by myself so I guess 92% are not to bad. There comments are quite specific and I think I addressed them in my proposal so I will see if that gets me anywhere (I know below 91% or with more general comments there is no point). If not, its not the end of the world as I was lucky enough to get FEBS and EMBO funding where the bureaucracy doesn't count so much. So, I can do my research for the next couple of years and Marie Curie would have been just a nice salary boost. It is just amazing how so minor details which have nothing to do with my CV or my research (or even the outreach) make the difference between an application which is rejected (92%) and one that gets it at 92.6%.

actually in my field, if you don't get a fellowship or grant somehow, you can forget about getting a permanent research position because they are only very few permanent positions in total (all over the world). And the MSCAs are the ones with the highest success rates of all the grants/fellowships one can apply to. So if you're not getting one of those, or something similar after 1-2 postdocs, you can basically forget your academic research career and go find some industry job or just be unemployed like most others that didn't get in.

That's totally wrong, I have seen people with 1 very low impact publication after 4 years of PhD and 1 year of postdoc and a very dull proposal getting it. Seen people with 20+ publication with 5+ authorship in Nature alike and super solid novel proposal with the same amount of experience not getting it.

My take home is that this MC, more than any other funding, is mostly random, even if you get a good proposal and top track record. I wish I had known this before spending time writing a good proposal that turns out to be almost useless for any other funding body because the MC is almost the only scheme that stresses training. Not really about excellence or elitism just random. Good for our EU research schemes, will hurt us on the long term. I feel like US (e.g. NSF) fellowship are not as random.

Hello everybody. My submission was rejected last year and today i am waiting the result of my 'revised' submission. I would say, that, everybody should, first of all, try to do what he/she likes most. That is: Do you like scientific research? Then fight for it, don't let rejections discourage you, or age limits that society puts to you. Even if you are 40 years old, for example, SO WHAT? Also the evaluators are people, with advantages and weaknesses. Certainly, they may not be necessarily more expert or more intelligent than 'us'. So, be humble but at the same time follow your dreams! Don't give up ;)

Hi, I got 90.6, out in GF-ENV. The comments are just joke. The "weakness" is that the project is too ambitious (WTF), the project does not detail how it will lead to my independence (I detailed 3 grants I intend to apply for). The conclusion I have: do not frame your MC applications on successful ones. What I did I tried to follow proportions and amounts of detail based on 5-6 successful apps this year, and still the evaluators think that some sections lack detail (how the heck is detail to be provided within 9 pages, and how come it's not detailed with 11 font, minute margins and single spacing!) Disappointing and I'd say - unfair, you'd get better chances tossing coins I guess :]

I have a small child as well (and a house and a husband).

It's ten conferences in three years (the IF-GF is 24+12 month) with ~3 per year. An that is doable, especially when my hosts host some of those themselves, I probably will have attend anyway and they are usually not a whole week, just a few days.

@IF-ENG: Not getting MCA shouldn't cost you your future. It is a very elite thing and only few people get in at all. Nobody should count on getting in. I didn't. I never do with any proposal. And I get the impression, that that is actually what they are looking for, for people that do not need the MCA but whom it might provide an additional push towards European excellence. I think all the applicants have the potential and the "wet lab skills". What they are looking for is a magic combination that only few achieve and it will not be obvious why one person got in and another didn't. And this kind of luck applies to every funding proposal.

But anyway my own theory is that our proposals just simply didn't catch the eyes of the revieweres, so all they have to do next is to find some excuses to kill it. So we'd better find some sexy topics for next year, like cancer cures, machine learning etc.

For me, I will switch my panel from ENG to SOC, my proposal topic will be "how the all-white MSCA evaluators subconsciously murdered all the non-white candidates" I hope I will get it.

I particularly don't like this "tune your language in a way so that the reviewers outside your area can also understand" thing. I would say if the EC fails to find an appropriate reviwer to evaluate my proposal, it is MSCA fails me, not me fails MSCA. Did Marie Curie herself has to worry about whether the general public will not understand what she is doing? I seriously doubt it. Now it apparently costs my future.

I sincerely hope for all the reviewers, they will realise that what they are evaluating is not a simple paper, it is actually someone's future career. So even if they have to evaluate like 20+ proposals in two weeks on top of their own work, they will still take it very seriously. For papers we can always submit it to another journal, but for proposals, we might have to wait for another year to apply again, and for some, they might not have the luxury to wait for another year, like me whom sits exactly on the border line of 5 yrs of post-doc experience, I am in fact not eligible for most of the fellowships from this year. Sadly I might have to consider change of career very soon, as my last hope was murdered by some careless evaluators.

I don't know. I am probably at the Number 1 university in Europe (at least top 5) and my host is also top in his field so I don't think that was the problem.

Just 10 conferences in 2 years sounds completely insane (sorry to say that). I have attended one big conference every year and that is already stressing out my wife since I have a small child. With 10 conferences (+workshops, training courses and not to forget outreach) I wouldn't get anything of this project done. I think the amount that I wrote is the highest realistic level (at least for someone with a family). Moreover, that they complain that I don't know where in Europe I am planning to be a PI is weird...4 month after my PhD defense.

Some weaknesses are a bit stupid like for impact the only weakness is "The positive impact of staying two more years at the current institute has not been convincingly demonstrated". And that landed me 4.2 out of 5, so they deducted quite a lot from that. But HELLO? it's the REINTEGRATION PANEL! the whole point is that you can stay longer in one place with that one. Oh well. Congrats to everyone who got it! Does anyone know the cut off score for RI?

mh, my last comment got eaten... I don't think I got in solely bc of MY excellence. I don't have Nature papers and I don't think you need them. I have a slightly above average publication status in terms of count and I published consistently 2-3 papers/year, but pretty average Impact (mean IF ~4). I think the most important thing is: excellence of the hosting partners (and probably their suitability for the project). That is something the reviewers stated multiple times positively. I was just determined (and lucky) enough to get really great hosting institutes (btw, I initiated the first contact during a local conference, back then I didn't know them personally). It doesn't have to be Ivy League, but something that is known in the EU. Also, my research area is a little hyped right now. That probably contributed as well.

And as a last comment: I listed 3-4 specific conferences per project year (10 in total) in the GANTT chart. My GANTT chart was also favoribly mentioned in the evaluation.

Absolutely unbelievable! I got only 67%, this is a re-submission despite that I have vastly improved my proposal. Last year I got 77%, it was the same proposal, same lab, same proposed PI. I felt the comments are largely unfair. I was questioned for my independent thinking, not enough publication, project being over ambitious for the applicant? Do they actually know me?

I wrote and designed the proposal all by myself, true that I do not have nature papers, but I have 10 publications after 2.5yrs of PhD.

This is the last time for me to apply, as it seems like if I don't have a nature paper, I will never get it, even if they like my project design, they will deliberately find excuses to shoot me down. It does not deserve my time and efforts.

For god sake, the first time when I read the comment "the researcher and the supervisor works in a very similar area, so that the transfer of knowledge is not apparent" I got really confused, since our research area is in fact, quite different. Now I finally understand, it's only because the names of our two fields sound similar, although in reality, they are quite different. Apparently the reviewer has no idea of the differences between the two, and thought they are the same thing. I really hate this, people keep saying that you need to keep this in mind that the reviewers are more likely outside your area, so you need to write in a plain language so they can understand. I have been very careful with this, and make sure that the story I told can be understood by anyone. But apparently it is not good enough, the reviewer certainly failed to differentiate two different disciplines. What really sad is that I actually mentioned it in my proposal, the reviewer simply failed to spot it. Guess next time when I write a proposal, I need to highlight most of the texts which I think the reviewers might overlook...

- The scientific output of the fellowship in terms of publications and contributions to conferences is not adequately described.

It still got 3.90 out of 5. I guess not saying specifically which journals you plan to publish what in for the next 2 years is worth 1.1.

The comments that I got are extremely minor details and have nothing to do with my CV (hell, I got a Nature and Nature Review Molecular Cell Biology First author during my PhD and I am 8 month after my PhD now+6 more papers). Since, I think at least 3 of the comments are not justified and I know that the cut-off was less than 0.6% away I think I will contact a NCP.

-e.g. -There are no descriptions about the plan after this fellowship in terms of where the researcher intends to continue their research activities.

I wrote 3 times that I want to be a group leader (+topic) in academia in an EU country. Are they really suggesting that I should know which country or city I go to to get a group leader position 8 month after my PhD defense? I am a Eu citizen, I will stay in the Eu and I don't really care in which EU country I live (spent more than 5 years in 3 different countries and live now in country Number 4).

or:

- There is insufficient information provided on which conferences the researcher will attend for dissemination purposes.

I state 2 conferences with name/date and topic...(also included in Gantt chart) so I have no idea what more they would have wished for?

So I guess these points lost me the funding...

Just talked to my proposed supervisor, he also fell most of the comments are groundless. He happens to have a friend who is an evaluator for MSCA, so now I have a bit insight of how the evaulation was done. There will be 3 reviewers for each proposal, as most of us already knew. But what we don't know is that only two of them will independently review our proposal, while the third person is only in charge of combining all the comments together and make sure the same comments from two reviewers are combined into one. Also he mentioned the strength doesn't matter, and each weakness point will cost you around 0.3 out of 5. To make it simple, if the each of two reviewers managed to list one weakness from each criteria, then you will get two weakness points for each criteria (unless both of them mention the same weakness), this means you are pretty much out, would be hard to get more than 90% in this case. So you see the problem here? Sure reviewers will try to spot at least one weakness in each criteria, so your fate is totally relying on whether the comments from the two reviewers are the same or not. Even though each individual of them may consider your proposal excellent, but if they somehow come up with entirely different comments, then you are gone.

Hi,

Does anybody know the cut-offs for LIF-IF? I got 92 and I am on the reserve list. I know of someone else who got 93.2 and got the fellowship.

Also, they made very specific comments for me which I am sure I have addressed them. I know chances of redress are very low but since I am not extremely far away from the cut-off I guess it would be enough to proof that I addressed one point. E.g.

There is insufficient information provided on which conferences the researcher will attend for dissemination purposes.

I clearly state 3 conferences with name and place (also in Gantt chart), so I don't get this point.

Do you think there is any chance?

I know I sound like a sore loser here, but what I really would like to see is the stats not only showing the nationalities of the successful applicants, but also the unsuccessful ones, so we can figure out for instance, whether the researchers from France or Germany have a better chance to win this lottery than the researchers from India, China, or any other developing countries.

Weakness:

Training related to ITEM A is not sufficiently discussed.

I just fell WTF, if I am so good in ITEM A, then why on earth I should mention a lot on it (I did mention it actually, like two lines), when training on ITEM B is the main goal for me, which I elaborated in length.

@xxx the evaluation review does not make any sense - and this is what they want - since it doesn’t apply to the comments and grades given by the reviewers. So, you cannot have a different reviewer going through your proposal and grading you anew. It is only related to administrative faults that you have noticed - for example if the calculation of the final score is wrong, etc

I just want to share this with some who were concerned about their CV and this is to show you that: if they want to reject you they will find something in your proposal.

'' The researcher has a very good track of publications and a very good potential to reach a position of professional maturity''.

However I am out bcs of these weaknesses:

Excellence

The quality of the training on the ab initio modelling and on pharmacological issues is difficult to evaluate, because the

discussion lacks details.

Impact

- Intellectual property issues are not sufficiently discussed.

Implementation

Milestones are insufficiently discussed.

- tasks related to computations are discussed with insufficient details.

- The appropriateness of risk management and mitigation measures is difficult to evaluate, because the discussion is not detailed enough.

The evaluators got completely out of my field of expertise. They even expected some pharmacological knowledge from my side.

I am out with 90.4 in SOC (first try). The evaluators were trying to find things to cut me. Clearly not their field. They focused on the impact and implementation to cut points - got 4.8 in excellence just because of one sentence I had that I didn’t elaborate upon. Good luck to everyone!

I feel the exact same, I am also from a developing country, but now work in a developed country as a post-doc. In this country, being able to secure funding is the utmost important factor when applying for an academic position, well I think this is pretty much the case for any countries these days. So I really give a lot hope on this fellowship, and hope that it will be the stepstone for me to succeed. And now this hope is gone, and I am probably too old to try it again next year, even though there is no age limit for it. Completing a Marie Curie fellowship at late 30 is probably not much of a boost for your career anyway.

Now the evaluators focused on computational training like it was my main subject of study.

Well, this opportunity is gone. I had one of the best groups from Western European (WE) in my research field supporting me this time. I don't know whether they will support me next time. Reading about this bias based comments especially coming from Eastern European about WE is lousy (sorry if it offends anyone). Coming from a non-EU developing country and struggling to survive everyday, this opportunity was not just another opportunity, but it was a way to get hope, learn and get exposure to international research expertise. Alas.......

I don't even know how to call this, it's not exactly racial discrimination. This is more like evaluators from the "developed" world against researchers from the "less developed" world. For these evaluators, all they have in their mind is to make sure most of the money will go to the western European researchers. I have a friend from western Europe who got the fellowship last year with a ridiculously high score (over 97), he only had 6 publications in total (including 2nd, 3rd author papers) at the time of application. Even though we work in the same field, I fell hard to grasp what he was trying to say in the proposal. Imagine if this person is from somewhere outside Europe, he will more likely not even make the threshold.

So my advice is don't borther. Right now I have to say I fully agree with the comment of MSCAEF, I think once the evaluators noticed that you are not from western Europe, they already made up their mind to bring you down. So no matter how carefully you addressed all the possible points, they will always find something else. In my case, they actually used the same weakness twice to bury my proposal. What I hate the most is how vague their comments are, always about something not sufficiently addressed. I reckon they only do this to get themselves out of trouble, because it will be very hard for us to argue with them and make a strong case against these vague comments. I saw some successful proposals in the past, I am pretty sure that most of the comments we received can also be applied to those "successful" proposals.

I started to realise they can always find some excuses not to give you the money, it's either this item is not sufficiently addressed, or that item is not adequately discussed. I cannot help but wondering how sufficient is sufficient? I guess they simply glance through the proposal, and then make a quick decision whether it should be funded or not (they must have a pretty good idea that we will need at least 90 points to be selected), so all they have to do in the next is to find few excuses (probably from a basket of excuses) enough to bring your score down to below the cut-off.

Hello people. I can download both the rejection letter (overall score 77.6), but also the ESR. I am quite astonished to see that they invented the following weaknesses in my ENV panel proposal, even I wrote with 11 single space :

Criterion 1 - Excellence-Score 3.8

Weaknesses:

- The research methodology is not presented in sufficient detail.

- Complementary training activities, such as project management, presentation skills, and proposal writing, have not been adequately

presented.

- Collaborations of the host group that could be beneficial to the researcher are not sufficiently described.

- The leadership capability of the researcher is not convincingly demonstrated.

Criterion 2 - Impact-Score 4

Weaknesses

- The project offers a limited competence diversification, limiting the impact of the fellowship on the researcher’s career perspectives.

- Some of the offered training is not completely new to the researcher.

Criterion 3 - Implementation-Score 3.9

Weaknesses

- Some lab-work activities (i.e. anaerobic biodegradation experiments) are not adequately described.

- The feasibility of the project is not sufficiently demonstrated.

- Deliverables are not clearly presented, and details of tasks are vaguely described.

- The extent of involvement of the researcher in the management of the project is not sufficiently described.

- Progress monitoring arrangements between the researcher and the supervisor are not sufficiently addressed.

I want an advice : How I can overcome these comments for the next call?

Everyone, if you got rejected, like I just did (my second and final try), don't be disheartened. I can attest that it's the luck of the draw depending on the evaluators. Although I vastly improved my proposal from last year, I didn't even make the threshold this year. I have an excellent academic record and a strong publications record for someone who hasn't received the Ph.D. yet, and in the past, I've won numerous awards and fellowships for independent research. I noticed that the evaluators can be bureaucratic, failing to look at the application as a whole and to judge from previous success. All I can say is this, please don't let this setback discourage you from applying again, to either MSCA or to another grant. And even if you don't secure a large grant for your project, a smaller, scaled down version can lead to future success. Good luck everyone!

Same here, rejection. Though I have been preparing for this moment for a while, but when it actually hits, I still feel hard to swallow. This is my second attempt (last year 87), think i am done with it now, dont feel like torturing myself like this again, this is almost unbearable. Still cannot download the ESR, somehow I hope the score will be lower than last year, then I will know the marking is totally random, like lottery, and it doesn't deserve my time and effort. I am more worried that I will get a higher score than last year, then it might give me a false hope that I can still try.

the 10 years after your Master degree means nothing. Last years, that question was to differentiate young research vs senior research.

Now, seems that we compete all together.

Unfortunately, it is a lottery. If they like your proposal, you will get it. If not, they will find any reason to put you out (#number of papers, experience, host university experience, outreach or the type of letter you have used...)

It is bad, but it seems to be the true....

If you are reading the Evaluation Summary Reports from last year, you will see that question if you have more than 10 years research experience after your Master Degree disappeared. So beside to the fact that there is no age limit, to have more than 10 years research experience is not penalized anymore. So it is very likely that in this call you competed with people that are 39-40 years old and they are still considered "'young scientists"' :)

@IF-France, they are giving the results only for the person concerned with the unique id of the application - so they are not really breaking any confidentiality laws) BUT I am not sure whether the NCPs have to adhere to any confidentiality laws that applies to giving the results over the phone for one specific application and to the person concerned…

I think the process is the same than last year. My hypothesis is that each NCP have only the results of the applications for developing the project in such country (last year the results file distributed by the French NCP before the official results only contained French results). All NCPs have their own results but they are not allowed to share the info. However some of them don't follow the rules. It depends if you applied for researching at a blab country or a silent one. Last year I was not lucky with the UK-NCP, they are very good keeping secrets! But all this is only my theory from last year experience... good luck to every one! Keep calm and work hard :)

The RomanianFox case just confirms that MC-IF is a lottery. I know people that received the fellowship with 2 "normal" (not "Nature") papers only. And they were people who obtained 4.8/5 for Impact and without having changed anything in this part for the next call, they obtained 3.2/5.

If they want to kick you off- they will and the reason could be invented at any point of the proposal like for example: "the proposal does not address properly how it will enhance the european excellence"...

I am out of the ENV panel as well with a very tough 69 (first time applicant). It seems that evaluators did not value prior experience in the industry. But let see what the evaluation report says.

If it turns out to be a problem of publications I am not even sure to try any more.

Regarding publication in your CV, I think it should be judged based on the the scientific profile you belong. There are some tough disciplines that people are happy to have one publication in two years. So, for those it is not easy to have over 10 publications even after 2 or 3 years of graduation.

I don't think the triangle has anything to do with anything, they'd have to upload the evalution results for everyone, no matter if you got the MC in the end or not, so it's just some system problem and as I said was browser dependent for me, too. The site still doesn't work properly anymore with Firefox now, so who knows what they did internally.

As for CV, the document stated that the CV is considered through the entire application (so each section) and helps them to rate your personal excellence (i.e. by how many papers you published in your X years of research experience) so just finished PhDs aren't downrated for less experience and fewer papers in comparison to people with several years of postdoc already. I'd guess it also helps them judge on your technical abilities to carry out the project, not only science wise but also implementation and impact wise.

Last but not least: No news from France so far.

Last year I got just 73 points in the same Env panel. But in that time it was with a host from Spain and this year I surely improved the proposal. But maybe also some typing or formating errors due to last moment modifications of the text might results in losing points. I will see in the Evaluation Summary Report.

there are a lot of people asking for marie curie after his first postdoc or even the second... there is no age limit, only the mobility rule. They are supposed to see if your CV is Ok with your experience. I mean someone that have just read his thesis with 5 papers have a better cv that some one with 6 after 3 years of postdoc... I do not know If I am clear with my explication.... your CV in relation with your experience

not sure if number of papers is the reason...this year there was no scores for researcher and his work...and one cannot have more than 10 publications just after the PhD...and more...if you're comming from country where you're on your own in writing papers...

The NCP from Danmark told me the result on the phone : I am out in ENV panel with 77.5 . It seems that regardless how brilliant and carefully you are writing all the sections of the proposal, you if don't have a solid record of good publications (over 10 !), it is very hard to get closed to 90 points. Right now I have only 5 publications in high impact journals.......... I will try to publish at least two more until the deadline of the MSCA call

I tried several different browsers, but still no triangle appears.

I would think that only those lucky ones can get their profiles updated, because there IS something to update. For the remaining, they don't have anything useful to update.

Another update I see is when I click on the Follow Up button (green button with letter F.O.) I go into the timeline of the project. Before it was only showing the submission date, but now it says Informed status will be updated on Feb 10th. I guess this is the date "in theory", but will be informed on Jan 22nd anyway. What do you guys see in the timeline?

@IF-hoping, try a different browser. I get the triangle with the date of Jan 20th and an error only in Firefox, with Chrome I can access the "processes" and nothing new in there.

@IF-RI in the participant portal, on the left side on top it says MY PROPOSAL - next to this is a little yellow triangle with an exclamation mark, if I click on this it shows me ‘data last updated 01-20-2016’. But perhaps I won’t have access to it until Friday!! I still cannot see any of the processes - I get an error.

they are uploading the scores in the portal. Data in my proposal was last updated today 20.01.2016, there is a triangle with an exclamation mark next to the ‘My Proposal’ which says when you click on it Data last updated 01-20-2016. But I cannot see anything else. I get an error message

Well, I'm in France applying for France, and just talked with my supervisor that emails will come around the 22nd at lunch. If he'd gotten anything by now, I'm sure he'd have said to me, being only one office door away... so I'm guessing that means no news yet. Also no formal notification in my participant portal. If the NCP has info, not sure.

Everyone, I think they initially made a mistake on the date displayed on the blog sent by the NCP... Now it appears " will be sent out from the 22nd of January 2016 on to the coordinators" instead of the 20 of January.... .... ....

@ Rebeca, while this was my interpretation, I have to say that I also agree with you on that last post! This is in fact probably the most painful application system I have ever gone through... And yes....my productivity dropped immensely ... I have a manuscript to finish and can´t get myself to concentrate enough to just finish it up... too dam hard!

yes I think that maybe it is a confindentiality problem but in this case you do not say that you do not have them... you say nothing!

I understand that their possition is not easy, but it is also hard to us to know that somebody knows everything and that we have to wait some days more even more when there is only arround 15% of oportunities of having a good new

well I will come back to work or I will became mad... all this things are making me be less productive these days!

The NCP comments do not state that (specially if you read the comment from the German NCP). They do get the results first, but they are obliged to confidentiality (hence it is why they say when they choose to become a NCP they agreed to the rules). I bet if they could they would be willing to share the results with all of us.... but they can´t... In some cases I guess they feel wither so pressured or feel so bad for us that they end up releasing info.... then again this is just my interpretation of the facts... Just a thought....
