X Std Board Examination Confusion

When Kapil Sibal changes a rule or regulation, he makes a mess. This has been the people’s experience in the past many years. Kapil Sibal changed the rules for the X Std CBSE curriculum. Instead of marks, he made a grade system. This took all the incentive and hard work out of the students. Then Kapil Sibal confused the X Std CBSE Board Examination system. First he said there will not be any Board examination. Then he said there will be a Board examination. Then he said the Board examination will be conducted by the schools. Then he said there will be a Board examination as well as a school annual examination and students could opt for any one of these. But many schools who do not have CBSE curriculum in XI and XII Standards insist the X CBSE students on taking the Board Examination. Kapil Sibal has totally made a mess of everything.

Girls Versus Boys Confusion

Kapil Sibal introduced a rule that parents who have girls need not have to pay any fees in CBSE schools and the Principals of these schools will bear the cost. But the Principals opposed this scheme and even refused to admit girl students on some pretext or other. Finally this rule was silently withdrawn.

Students Allowed To Copy During Examination

Now Kapil Sibal has introduced a rule that the open book system will be implemented for the X and XII CBSE students. Open book system means the students will be allowed to copy from the books and write the answers during examination. If implemented, it will make the students lazy and non performers. Students will stop studying and spend their time in undesirable activities. Parents also will not have any control over them. Mostly the students will spend their time in Internet browsing, watching morally corrupt movies in television and theatres and roam around in the streets.

Open Book System In XII And X

But CBSE has clarified that open book system does not mean the students will be allowed to copy. Then what else it is? CBSE says the portions for the examination will be announced only four months before the examination date and tough, challenging questions will be asked during the examination. This will scare away the students and many students will even fail in the examination. At that time Kapil Sibal will allow copying system during examination to save the students and parents the embarrassment of a failure in the examination.

Telecom Mess

In the telecom field, Kapil Sibal has made a mess of everything. The whole world knows that the erstwhile telecom minister Raja had caused a whopping loss of Rs.176000 crore ($40 billion) to the exchequer through his corrupt telecom policies which resulted in the allotment of the 2G spectrum to the favourite people. But Kapil Sibal argues that Raja was innocent and had not caused any loss to the exchequer. Now Kapil Sibal’s new policy in telecom has driven away many foreign investors out of India, causing loss of opportunities amounting to several thousands of crores of rupees.

Kapil Sibal changed the rules in the last minute to favour his relative


NTSE (National Talent Search Examination)

The latest confusion Kapil Sibal created is in NTSE (National Talent Search Examination) examination. NTSE (National Talent Search Examination) is conducted for the VIII Standard students every year. All eligible VIII Standard students have to apply for the examination before 31st August and the first round examination is held in the second week of November. Those who qualify in it have to take round 2 examination in May next year. Those who are successful in it have to attend an interview and if they are successful in it, they will receive a scholarship from the Government of India.

Shock For The VIII Standard Students

While all the VIII Standard students were preparing seriously for the examination, suddenly Kapil Sibal passed a resolution on 28th July 2012 to the effect that only X Standard students can write the NTSE (National Talent Search Examination) and VIII Standard students are banned from writing it from this year. This has created a shock wave among the VIII Standard students who were seriously preparing for the test. Had Kapil Sibal passed a resolution in January, VIII Standard Students would not have prepared for the examination seriously and avoided the embarrassment. But now they are shell shocked. Many children are even crying. Their moods are down.

NTSE Rules Changed To Favour A Relative

Why has Kapil Sibal introduced this last minute change in NTSE (National Talent Search Examination)? There are rumours that one of Kapil Sibal’s relative’s daughter is studying X Standard and Sibal wanted to favour her. This girl had already written NTSE (National Talent Search Examination) when she was studying in VIII Standard and could not qualify. Now Sibal wants to given another opportunity to his relative at the cost of the VIII Standard students. Is this fair?

Allow VIII Standard Students To Write NTSE This Year

NCERT should immediately announce that for this year (2012-13), VIII Standard students along with X Standard Students can take the examination. That will do justice to the millions of VIII Standard students who have seriously prepared for the examination. Already the Government of India is misusing the CBI to threaten and punish its political opponents. Now Kapil Sibal is misusing CBSE and NCERT to favour his relative at the cost of other students. This should be stopped.
