Village Chinnakool has no pre-school . In Tamil Nadu State.

Every Village is covered by ICDS but not in this Village Chinnakool.

Non formal education below 6 years of age for children in any village is sponsored by the World Health Organization in India to help children's health and education by providing a place in the village which they call as Balawadi in the village.However this Village located just 6 kilometers from a Town is very much neglected and I see children walking on a road-less road for nearly 2 kilometers per day daily.The children of this village since past 10 years are not only neglected by all the authorities other than the village President who has rented a hut to house the children but pay's from his pocket the expenditure for maintenance of this temporary arrangement expecting the authorities to construct a building and make arrangements to get the other benefits that are provided in the scheme INTEGRATED CHILD DEVELOPMENT SERVICES ( INDIA ). The programmed services which are :-

1 - To raise the health and nutritional level of poor Indian children below 6 years of age.

2 - To create a base for proper mental, physical and social development of children in India

3 - To reduce instances of mortality, malnutrition and school dropouts among Indian Children

4 - To coordinate activities of policy formulation and implementation of these services.

The President of this village panchayat is running to the offices of the authorities to sanction the amount required to construct the building for the children which may not cost the price of 5 bicycles per child that the Government. is distributing freely to school girls.and so many gifts that govt gives freely after every election.4 elections are over and over 40 crores might have been spent by the Government. for elections.The children walk over 2 kilometres daily to study local language as medium of instruction and give very little education in English a non exam language for tests in examinations .It is not compulsory for students to undergo any examination tests in their final tests in English. Some families send their children to private schools who teach English and provide transport at high cost.The poor cannot afford this expense and send their children to far away Government schools to study in local languages.As there are no tests most of the students in Govt schools do not bother to study the English language.Their illiterate parents are not bother as they know their children cannot take up higher studies since the high schools are far away and there is the problem of not only transport to school daily but expenses for text books,uniforms and their after noon meals which they were provided in previous education.

There is no one in the village who can teach English.

I met these children on my daily walk and they use to greet me daily when I took my evening walk and they were taking their walk back from school. This greetings was going on and one day I stood and inquired about their school and saw their books they were carrying. I saw to my surprise all their books in local language.These children were taking pride in greeting me in English so I asked them are you not taught English in your school,no sir they all screamed in unison.

My walk on the canal road is always deserted and gives me lot of time to think on various things that Crisscross and jump from one thought to the next and this thought that these children would grow up not knowing how to speak the easiest language of the world made me to talk to them the next day and invited them to my office where I would teach them somethings by which hook or crook they would speak English. The 4 children came the next day as it was holiday for the week end and there was no school on Saturday and Sunday. Soon 3 more children joined them and I had difficulty in the new lessons and had to divide myself in to 2 parts.One teaching the first batch of 4 and secondly teaching the 2 nd batch something different.Again 2 pre school children came with their sisters.My problem now went up. I had purchased a local language chart which had on one side the local alphabets and the other side numbers from 1 to 100.I created files for all of them and each of the three batch were having in their file what they had done the previous day and what they had to do on the day There was a blank sheet in the file I would insert on the day and tell them to write what I had shown and once they had finished they were asked to read it one by one as per the numbers that I had allotted.They did this and thus it is going on now.I do not know what to do if more children come.

The real problem in the Village Chinnakool is not haing the full services as prescribed by ICDS the authority to monitor is sleeping in the town while the villagers go begging in medical shops for medicines since they cannot pay the doctors in town besides the pharmacy gives any medicine over the counter the villagers in the absence of medical help by who so ever has to provide under the ICDS scheme are not available in this village even one day in a moth the pharmacy owners help the villagers.Though the pharmacy owners do not like to do such services they are the people who understand the problem of villagers.This is not uncommon even in city's.In today's news we saw a live emergency surgery procedure done by a driver of the Operating Theater in the absence of a doctor.in the govt hospital of a big state in India.

The number of Balawadi pre schools is not found on the website even in Wikipedia. It is the duty of the Information Department of Tamil Nadu to see that this is published by Wikipedia.

I want to start a English School to teach only English is it possible to get my school English Examinations recognized by any or all organizations.I want to start from teaching from alphabets to a degree in just English.Is it possible to call it a English University and Research Institute.I think man power is plenty if pay is plenty.What about money power how much money is needed and who will advance a sum of few crore with a moratorium of 10 years on payback of this capitol required.If that is possible will I get the required sanction from the Govt for this college which teaches pure English only.Will there not be a similar demand from other languages to start a similar college in a language in say ' Bhojpuri '.In India language affinity and love is getting bigger and bigger year by year.I am now staying in Tamil Nadu.The place where I stay no one speaks Tamil near my home.The school teaches in 3 languages and higher study in English Only.A boy who has completed his pre university has joined a college to study Computer Science his father spent lot of money and got him admitted but the boy could not continue due to the language problem he could not understand a word of what the Lecturer was saying and he dropped out from college.This boy could not get any help prior to his joining or after his joining the college.What should the boy of just 15 years do ? there is no way he can study except to engage his college lecturer who will help him but his terms and conditions will be to costly so he goes to look after his father's business or join some factory to learn a specialized skill to earn or spend his life doing what he liked to do and what he had to do.This causes social problems.That is not the concern of the Govt at present.
