There is no telling if there is not already a base on the Lunar surface. Why not forgo telling the public about it? After all most people are not as intelligent as we give them credit for. Imagine starting a break away civilization under wraps that only provides the public just enough to show some results but not the whole truth of the project. One could start an entirely new society among the stars and use money from the tax payers of the world to get it started. All we would really need is just enough to start it up- after reaching other worlds such as Luna, our moon, we could use the resources that are abundantly available and make a base mostly underground. From there we would branch off and colonize the rest of Solar System, and move on to research other worlds not so distant from our own.
The price to do all of this is far cheaper than what NASA portrays, but do not let a dupe know this- contrary opinions tend to fry the minds of those who are so fervently locked into their mold of the truth. Private enterprise has proven that space travel can be achieved at a fraction of the price listed on NASA. There are of course reasons for such a high price, one being a black budget of a possible break away civilization underway. There are so many intelligent minds out there, why would any of them want to stay down on Earth when the stars are within their grasp? Some of us want to leave home, and we have the technology to do so- we have had the technology to do so for at least half a century, and the technology is only improving.
