The United States has the most powerful empire--troops in over 100 nations, the most powerful armed forces in the history of the world, and enough nukes to destroy the planet.
Historically, I would lean towards Attila and the Huns. While America is strong, the uncivilized approach packed more man meat then our demoratic country. In modern society, I would say the United States.
