Not that I'm aware of.
Many universities are now offering MOOCs - free and open classes. However, these are for your own education, and they come without any credit. A few universities (like MIT) have done this for years, but it's a growing trend.
Some of these universities will no doubt come up with evaluation systems to award you credit for participation in these courses, but I would expect that to come with a cost. It essentially becomes a marketing ploy and a cheap way to bring in extra bucks.
Universities are businesses, and I don't see the logic in giving away degrees for free. So I doubt that it would ever happen.
