Good question. According to this Wikipedia entry on indigenous species, I guess the answer would be never.

This is indeed a profound question; one that makes one contemplate that there may very well be a major flaw in the Native Species vs. Introduced Species debate.
The animal itself will never be recognized as native to a scientist. There might be breeds of a species that are eventually recognized as native in a particular region.
