I don't thing that there are any social changes that can be implemented in the short term that would be acceptable and would do this.
In the long term, if we solve the problem of ever-decreasing emotional intelligence identified by Daniel Goleman in Emotional Intelligence (1996), and all learn to become independent and work together in healthy, interdependent ways (per Stephen R. Covey, see my hubs on his 7 Habits) it could happen.
The methods exist, but each person must choose them for himself or herself, and then lead by example. Independent, happy, healthy people don't waste our time and energy blaming and suing others. And we have the skill to negotiate a win-win solution or a comfortable separation when someone threatens us. (I know this because I dealt with that twice this year, already.)
