What does looking down the majority of the time in a debate mean?
If you are in "debate club" or even in a political debate, looking down usually means you are looking at your notes.
It is a sign that you are either insecure, unprepared, or lack the confidence of knowing the material sufficiently without the need to double check.
If there isn't a podium, then it would simply be a lack of confidence.
I can't speak for the debaters last night, but to me, not meeting the eyes of someone during a debate means they are uncomfortable with the topic or do not like confrontation.
If you are referring to a certain recent political debate, my guess is that the debater is accustomed to having cue cards, like an entertainer. In any case, I think it's a negative behavior.
Body language is fascinating to me; sometimes I'll watch the news with the mute button on, just to observe the nonverbal element of human behavior.

Politicians are experts in body language and they rarely do something like that in a debate unless they are trying to appear a certain way. It could be that the lights above the stage are too bright. If someone happens to become very nervous and lose their cool, they will look down in an effort to remember something that they had memorized. It's also always possible that they are reading from their notes. Looking down is generally a way to remember something or to think.
