I believe it is the way that water particles reflect light back to earth with the sun at such an angle, and it changes at sunset where we see the reds, violets, and other colors.

Scientifically...because the atmosphere acts as a type of filter...it's not actually blue...just the way we see it.
Religiously....God is an Ohio State fan. :)
