Internet Download Manager is the best software for downloading. it increases downloading speeds upto 5 times. U can also easily manage ur downloads, recover broken links etc but it is not a free software.

There are a number of factors that can cause your problem and we will assume your computer has all the RAM you can put in it and it is clean as in defraged, virus free etc. Speed can be lost by noisy lines as noise causes errors which causes repeats. There are many sites you can go to to check your speed and I suggest trying a couple at different locations to get a real idea of what's going on. Are you paying for high speed and your provider is not providing?? Software con do only so much but the platform has to be able to use it and all software "speed up" programs have limits.

To increase your internet speed try the following tips,
    1) Check to see if faster internet connections are in your area:
Fiber optic and cable internet tend to be faster than DSL and dial-Up.
    2) Do some basic maintenance on your PC:
a scan disk, a virus scan, a malware scan, and clear your recycle        bin.An unusually slow Internet connection experience is often the  only sign that your computer is infected with viruses or other malware. Delete old files and temporary files.
    3)  Reset Your Modem
Sometimes switching OFF and ON your modem helps you to speed the internet.
    4) Optimize your cache or temporary Internet files.
These files improve your Internet connection performance by not downloading the same file over and over.
    5) Call your Internet service provider (ISP)
Check whether upgradation of your plan is necessary.

Even if then the internet speed does not increase you can try with any software available in http://techforumindia.com/index.php?topic=5223.0 .....
After you have tried some of this, try your connection again using http://www.scanmyspeed.com/ and see if it's running any faster.
