What are the rules/conventions/meanings for using all caps in legal documents?

Someone mentioned to me that Citizens are really legal fictions represented on legal documents (government and banking) by the all caps version of our legal name. I looked at all my documents and it's true. My name always appears in all caps on any banking or government document. I've done a little searching, but have only discovered the legal convention using all caps for conspicuous text. There maybe some vague reference to a name being in all caps signifying a synonym of the real person, but that's stretching it. Can you shed any light on this? Thanks, Allan
