Maybe someone can answer this one: Eighties or early nineties movie: I remember a young kid was...

under observation for being either autistic or messed up or something, but he was really smart in some ways yet socially repressed. There's a scene where the child has painted himself into the scenery around him, chameleon-like, in the observation room where he is alone. I thought this movie was called Jacob's Ladder, but I flicked through that movie, and I don't remember ANY of it, and didn't find the scene I remember so clearly. Can anyone help? Thank you.
