The worst I've seen is probably Oral Fixation, a cheaply made movie that is streamable on Netflix. Most movies I've seen this year were good, not great, and rarely awful.
I'm not sure it's the worst movie ever but I watched Commando recently. Let's just say it hasn't aged well - awful lines and the whole thing plays like an advertisement for steroids or muscle-building shakes. Very 80's.
I also watched some of Rat Race today - a comedy so woefully unfunny I turned off half-way through. Now it has to be dreadful for me to give up on a film - usually I'll watch any old rubbish and persevere till the end.
Maybe the second half was hilarious and I've missed out??
whoops, I didn't realize this was a "worst movie of all time" forum; I thought we were talking worst of the year.
The worst I've ever seen is a little film called "Dumpster Baby."
Manos: The Hands of Fate
When even the characters on Mystery Science Theater 3000 apologize for how bad it is, you know it has to be the absolute worst.

Anybody claiming that The Avengers is the best film they've ever seen obviously has not seen many films, or has an extremely short memory. I'm pretty sure these people were the same ones who were saying that Avatar was...
