Big Question: Is the Declaration of Independents a legal document or not?

I've read a SCOTUS opinion state that our Declaration is not a legal document and that the "pursuit of happiness" is not a right under the Constitution? I would think that the Declaration of Independence is our countries very 1st legal document and the founding father's recognition that it is self evident means there was no need to state it in legal terms to hold effect. Also, pursuit of happiness is found in legal commentaries such as Blackstone and in earlier SCOTUS opinions such as the slaughter house case of Butcher's Union v. Crescent City Union. What gives?
