I think that they're definitely different, but not in a bad way -- as times change, so does entertainment. Not just children's entertainment has changed, but all types of entertainment.
As a 90s kid, I was a huge fan of cartoons such as Courage the Cowardly Dog, and Cow and Chicken, and Rocko's Modern World (all at the time questionable cartoons vs. past cartoons). I wasn't amused by 60s or 70s cartoons, though I did enjoy older ones such as Tom and Jerry and some Loony Toons (lets face it, those are timeless).
I think cartoons today are just fine though, personally. Sure there might be one or two episodes here and there throughout the cartoon world that could use some adjusting, but when parents shield their kids from cartoons nowadays it irks me, because like I said, ALL forms of entertainment have changed. With that said, I absolutely LOVE the weird cartoons of today (Adventure Time all the way!).
Food for thought: Where did all these weird cartoons come from? Well the 80s kids, that's where! Now that they've gotten their hands on such mediums, they're able to express themselves. I can only imagine what my generation (90s kids) will have next :) Haha
