If a child stands up to a bully and refuses to be intimidated, that is not bullying, it just having a spine. But if that child then turns this willfullness on non-aggressors, he/she becomes the bully.

Thank you for your response. The schools have a tendency to make the child that wins the fight the bully. Even though the guilty child was the loser and the one that caused the fight to begin with.
