Sounds like spam, pure and simple. If it is a comment, unapprove it and report as spam.
It's at the top of my hub oops it was at the top of my hub right under the title and now the message has changed slightly, no longer mentions my IP address and offers more prizes - it's been moved to the middle of my hub. I will question it, thank you, I just haven't seen anything like that before in the whole two months I've been here. Sounds like an ad to me since it's showing up where 2 of the adsense blocks are placed.
I was thinking about that possibility, but was surprised an ad would say "click here" and show the IP address.

Choose Your Prize Below isn't like any ad I've seen on Hub Pages before but yes, you are right they show up where ads would - I don't have adsense yet but I understand there this is where ads are placed for HubPages. Also it states that "You have a chance to win a prize in _____ which is very close to where I live!
From what I understand, HubPages sometimes experiments with new types of ads on their share of the page impressions (which would be 100% in your case). It doesn't sound nice, for sure.
I think I saw this ad on one of my hubs a few days back. Whoever designed it sure made it eye catching!
Yeah, I was tempted to click on it - curiosity and all. I have asked about it as Website Examiner suggested so I'll see what they say.
This type of advert is very common. There are two types:
Prize adverts - saying that you are are the 100th, 1000th, 1,000,000th viewer etc and have won a prize.
OR
Warning adverts - saying your computer may have a virus and need to be scanned.
The adverts are only there to get you to click out of excitement or fear. The only reason they are legal is because technically they will give you something if you click - the problem is you usually need to sign up for and buy a minimum (often hundreds of dollars) worth of items. The item you "win" is often crappy and worthless and worth not half of what you will spend getting it.
I wasn't aware adsense displayed these kind of adverts but maybe they do. The only reason it would show your area is because most sites can now track your cookies and discover what you are searching and where you live (general area) to taylor adverts towards you.
Be assured, literally millions of other internet users are seeing the same types of adverts and they are, basically, just another way to get people to click.
I have seen this type of advert on other sites, just not on HubPages
I would do exactly what Website Examiner suggested and be sure to report this to HubPages.

I will teach anyone, anything they want to know on how to make the best hubs if they can just expain to me what i'm doing wrong that they don't make any money. I'm betting that this is purely a computer knowledge / fill out the right forms / check the right box kinda thing but I have no idea...
