What are the effects of having the exact same outbound link in everyone of your hubs say to your blog or website? Does it hurt hubscore.
Lrohner is right, but you can have the same link on a large proportion of your Hubs, provided it's only one link.
For instance, I have links to my dance websites on most of my Hubs. Since I have a few websites, I can ring the changes - but even so, I probably have the same link on a quarter to a third of my Hubs with no problems. And I have seen one or two Hubbers who sign off almost every Hub with a short bio, including a link to their main blog.
As others have said be careful not to get your account banned, with that in mind make sure if you do link outbound that it is to a related site.
"Linking repeatedly to the same site within a Hub or across many Hubs" may be construed as overly promotional, and against the HP guidelines.

Yes... this has a marked effect on your authorscore. Darkside put me right on this some time ago when I added a referral link to shetoldme in every one of my hubs. I found that my authorscore had dropped by 7 points. When I removed those links and redirected people to the referral link in my profile, I found my authorscore increased by 7 points.
It is always a concern, I believe, to note a huge drop in your authorscore over a short period of time (say hours, rather than days) as this suggests that there is something not quite right going on.
Putting the same outgoing link in every single Hub will do that, but I'd just like to emphasize that you can easily include the same link in several Hubs without penalty. Like I said, I have a link to my ballet website in every single one of my ballet Hubs, ditto for my belly dancing site on my bellydancing Hubs, and so on. And my score rarely dips below 95 these days.
against Google's guidelines too since they own HP (Hubpages) they can see the footprint pretty easy. mix it up..
link to another site from your hub that also links to your main site.
