you cannot change the URL of a hub but you can change the title of hub.You can copy all the material and delete the hub and then take a new URL

You cannot change the URL, only the title.

If you paid attention when you first created your Hub, you'd have noticed that it is specified very clearly that URLs can't be changed after the Hub is made.

    You can't.
You can change the title, the text, the tags-- almost everything, but not the url.

If you really "need" to change it, the best thing is to copy your material and repost in a new hub-- making sure you have the url you want.

(Edit:everyone types faster than I do.)

You can change the URL right after you start a new hub.  After you type in a title into the box at the top, you'll see the resulting URL just below that.  While there are good (search engine) reasons for the title and the URL to match, it's not essential.

Once you've settled on the title, if you want a shorter URL, you can edit the part after "http://hubpages/hub/".  This is your last chance to change the URL.  After this, if you really want to change the URL after the hub is published, you'll have to save your work, and delete the hub and start over.

Besides, it doesn't really matter if the title and the URL match.

About what? The clear fact is: Once a hub is published the url cannot be changed.

    You can try 301 redirect
