How will it effect someone's hub if I vote it up or down?

   It helps give a general sense of the hub.  Otherwise, I think it is not important.

   I'm under the impression (based on what others have said at one time or another) that one person voting one Hub down doesn't have a whole lot of impact if other people read the Hub (and maybe vote it up or at least don't vote it down).  I could be wrong, but that's what people have said at different times.

   I think voting up helps more than voting down.
   
   voting down is not because you don't like it or disagree with it. it's because it's substandard in one or more ways.

   I suspect that multiple up votes increases the hub’s score,
   
   and,
   
   multiple vote downs eventually has the same result as if it was flagged.

      Votes have a minimal effect on HubScore, but do not have the same result as flagging.  When a Hub is flagged, admin gets an alert to review it, lots of flags alerts them that something is seriously wrong and they review it faster.

      Yes, there is a point. If you manage to read a hub you like, then take the opportunity to vote up the hub, because you will be helping them.
      
      On the flip side, if you read a hub you think is of low quality, then vote it down or do nothing. If the hub violates TOS then flag it instead of voting it down.
      
      It's a choice you can make or do nothing. Just like leaving a comment? It's a choice, either do or don't.

      My understanding is that rating up or down has a very temporary effect on hubscore (it will only affect the hub for 24hrs) and only in a very minimal way (maybe by a few points). Obviously if lots of people rate up/down the hubscore will go up or down by more as it's cumulative, but it's still only temporary.
      
      Rating a hub only counts once from an individual IP address, so someone cannot come along and rate it lots of times (well they can if they want to but it will have no effect), as only one rate will count.

    In case anyone is interested, here's the HubPages "Help" section, which mentions that getting a thumbs up (voted up) by unique users can contribute to Hub score.

    hubpages has a home page which is found in the search engines that shows the hubs in order of their score starting at 100. The generic searchers can read hubs that are hte most popular for that day. This means that by voting up, you are assisting the hubber to recieve more generic traffic through the home page for hubpages.
    Its all good, if you consider hubpages gives top scoring hubs preference when visitors go to the hubpages homepage. So vote away and help a hubbber get more traffic.

    It may effect on individual as well as hub score. Voting up may raise and voting down may down the hub score as well as individual hubber score.

    What I've noticed is that most people don't bother with the ticks.  Sometimes they'll tick the 'thumbs up' just to be kind.   I think something would have to be particularly bad, i.e. in bad taste, to get a thumbs down.    Haven't seen one of the latter yet.

    I can't bring myself to ever thumbs down - it's mean. But I like to thumbs up a really good hub. But if thumbs up really doesn't affect the hub or hubber's score, what is the use? I don't get it.
