I'm with @Sunforged for the most part.
Some of my lower $$ hubs have made me most of my money here.
Your money sign is not fixed either. You can retool your keywords in the article and their percentage in areas that are considered more money friendly. Use the Google keywords tool.
I've upped some of my hubs $$$ post publishing by doing this.

Can you really believe those little $$ symbols are a valid indicator of its possible worth. Is it really that easy?
Where is my yacht? I have like 1000 of those little $ symbols across my hubs .. why am I even writing this - let me go use the revenue potential tool to see if this forum post is something I should share for free or publish

Sunforged has it right. Forget the $$$ signs. They are absolutely useless when it comes to predicting how much you may earn off of the hub.
OK OK, maybe it's just a psychological thing but I like to see those little $ signs. But, I'll breathe and fogetaboutit.

I mean I get 2 when the google ads are turned OFF!
I don't know how to word this, but what used to be my best-earning hub (until today) I think only has one $. Don't worry. Hakuna matata and all of that jazz.

The $$ signs are based on the value of the keywords - NOT on how much you will make. So even if you have $$$$$ (like I do on a couple of hubs), if you're on page 8 of Google for that term, you'll likely never make a cent. It's more of an idea of the money you'd earn IF you were on the front page.
wooww 2$$.. that's a lot.. they wont even let me sign up for google adsense, there comes a warning in red stipulating that you have to at least hold your account for 6 months for approval.
To display the $ signs you need to visit a hub, click on "Stats" then click on "Hub Metrics". Between one and five dollar signs will shown.

I've been updating and removing hubs. I haven't settled on a plan for good hubs that don't get traffic. Curious what others do. My top 40 hubs are 85% of traffic. I culled the heard and have been focused on my best hubs.Once I'm through them I'll come up with a plan for the rest.
