How do you know its penalized?
To get the penalty removed, you first need to know the reason for penalty.

One indication is that search engines stop indexing the site and the already indexed pages slowly get de-indexed. The site won't show up in top 100 or so results.

I once got a website of mine penalized and successfully got the penalty removed.

    What was the penalty for?

If you fix all the problems on the site and resubmit it may be re-allowed. One of my biggest sites got hit by malware, it has never really recovered but at least it gets some traffic again..

I don't understand what penalty we are talking aboout. Deindexing? Sandbox for some keywords? Flag?
Everything can be fixed but first you have to be more specific wink

you need to know what cause teh penalty before it can be removed.

Go back through your site and if there is anything there you've done that would feel uncomfortable telling Google then chances are it's probably against their terms and conditions...
