I am looking at my April and May adsense revenues and there is a dramatic difference. Hub Pages ad program didn't start for me until mid-April. In order to understand what I'm seeing, I think it would help to know when the new Google policy went into effect. Am I seeing that or did the Hubpages program cause this big a dip?

Nearly everyone that activates HPads sees a decrease in adsense - this is because HPads and adsense compete for the same ad space on a hub. When HPads wins that space is not available for an adsense ad and no clicks are possible.
For some hubbers this competition is positive; that is they earn more from HPads than from adsense. For others the reverse is true; the total income is down when running HPads. For the best comparison, look at the total ECPM with and without HPads enabled. Add the total income before and after adding HPads and divide it by the number of views. Best to do this over a months time.
Some hubbers also seem to feel that Amazon ads and clicks are negatively affected by HPads as well; my own Amazon has gone downhill, but I'm not sure if it is due to lack of traffic or to HPads. If your Amazon income is not inconsequential it might be something to keep an eye on.

That seems to be what most of us are doing. Get a good handle on what the income is with the ads, then stop them and see what happens. Do be careful, though, and look at what the income per visit is; otherwise the traffic changes will throw everything off and you could well come to a wrong conclusion.

Correct on both counts. In fact, I just got an email from HP that they've sent me (via paypal) my earnings, in spite of the fact that I stopped it halfway through for a while and then restarted it. What I earned before stopping is a part of what they've paid.
There is no doubt in me that Hub Pages is totally on our side. My prayer is that somehow Google rethinks this move. I understand the need to promote quality but many many of the hubs really are quality and deserve more visibility.
I don't think google will renege on their changes; on the contrary we should probably expect more. I do, however, think that HP can change the site enough (mostly be getting rid of the garbage here) to put us back at least near what we used to be.
