Is there any good reason why the program can't be modified to add at leat one H1 header per article? I know it can be unwieldy, but you could build into the programing a character limitation. H1 may well be weighed heavier than H2 etc- is SEO and it certainly was at one time, and with google constantly revising will surely be again.

I feel handicapped by not having that option for my top keyword at hubpages.

The title of your hub has a H1 tag which is as is should be.

H1 will not be available as many people will start using it for all of their keywords.

Not saying you would, but there are people out there who won't care about using 20 times in a hub. So that's why H1 is only for the title, which you can edit wheneeeeeeeeeever you want.

yes of course, is should be. And one more as my suggestion, it would be better if an image can be inserted into text box.

There is no need.  You can arrange images (in their own capsule) to appear (ie be displayed) in a text box already.  Putting images within a text box leads to all kinds of formatting problems.

I couldn't find the link I was looking for on the Google help forums, but I remember reading that Google could penalize sites that use more than one h1 tag on a page.

Why shouldn't hubpage allow the use of html. Even if it a simple and limited use.

As a couple people have stated, the title of your hub is coded as an H1 tag. Just view the source code of one of your published hubs and you can see for yourself. There really should only be one H1 tag on a web page so that is probably why H1 is not an available option when clicking "html" in the text capsule.
